Thank you for your emails of 23 October 2025 requesting the investment cases completed for the 
following Roads of National Significance (RoNS) projects under the Official Information Act 1982 (the 
Act): 
•  Hope Bypass 
•  Petone to Grenada 
•  East West Link 
•  SH1 Wel ington improvements 
 
Work is currently underway to publish al  Roads of National Significance (RoNS) investment cases on 
the NZ Transport Agency Waka Kotahi (NZTA) website. 
 
As you are aware, high-level summaries have already been published fol owing the Minister of 
Transport’s announcement on 20 October 2025. Detailed investment cases presented to the NZTA 
Board for endorsement wil  be published by the end of November 2025. Full investment cases and 
appendices wil  follow in due course, with redactions applied under the Act as appropriate. 
 
I am therefore refusing your request under section 18(d) of the Act because the documents wil  soon 
be publicly available.  
 
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
