Thank you for your further email of 2 December 2025.  
 
We apologise as we should have formal y refused parts of your request. We do not have any 
documents that set out the reasons for changing the cadences of Public Attitudes to Road Safety 
Survey from annual to quarterly reporting, and for moving back to the annual cadence through the 
Road User Safety Monitor Annual Report as these decisions were made during a number of phone 
calls and in person meetings. I am therefore refusing these parts of your request under section 18(e) 
of the Act as the information does not exist.  
 
However, to assist you with your request, in addition to our initial response, please find enclosed 
Attachment 1 - Public Attitudes to Road Safety Survey, July 2024. This is a note used for one of the 
discussions of options for the Public Attitudes to Road Safety Survey. Some information has been 
withheld under section 9(2)(b)(i ) of the Act as this information would prejudice the commercial position 
of the person who provided it.  
 
Regarding your question about the publication of the Road User Safety Monitor Annual Report, which 
was expected to occur in November 2025, this has been delayed. It is now expected to be released in 
late December 2025/January 2026.  
 
With respect to the information that has been withheld, I do not consider there are any other factors 
which would render it desirable, in the public interest, to make the information available. 
 
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
