Request made under the Official Information Act 1982
Thank you for your email of 5 November 2025 requesting the fol owing information under the Official
Information Act 1982 (the Act):
I’d like to make a subsequent request under the OIA for any documents that set out:
1. The reasons for changing the Public Attitudes to Road Safety Survey from annual to
quarterly reporting.
2. The reasons for subsequently discontinuing the quarterly reporting and moving back to an
annual cadence with the Road User Safety Monitor Annual Report.
3. The dates when each of these decisions was made.
4. The expected benefits, risks, or impacts of the changes.
The decision to move from an annual to quarterly published Public Attitudes to Road Safety Survey
report was made on 20 December 2023. This move was facilitated by the move from a face-to-face
and then telephone survey to online data collection. This allowed for more regular monitoring,
improved sampling, and cost saving.
On 15 July 2024, a decision was made to return to publishing one report per year. The Road User
Safety Monitor Annual Report wil retain the approach of continuous data col ection and wil detail
results across each quarter throughout the year. Key figures wil be available quarterly for internal
reporting, while avoiding the costs of ful y written and published quarterly reports.
The change in the cadence of published reporting does not pose risks. The risks of moving from a
telephone survey to an online data col ection method were considered and mitigated by managing
samples across multiple online panels. NZTA consider this data to be at least as representative as
previous data, of a higher quality, and more actionable than under previous methods.

While we recognise the number of published reports has lessened, the current approach retains the
quality and detail of data published quarterly.
In line with NZTA policy, this response will soon be published on our website, with personal
information removed.
