OIA: 1354132 – Approval of Pinnacle Global Academy as a Composite School
Thank you for your email of 15 October 2025 to the Ministry of Education (the Ministry) requesting
the following information:
1. “I would like to request a copy of the Ministry of Education license/agreement which
allows PGA to deliver courses of study to Pinnacle Global Academy #3620 approving it
as a Composite School (Year 1-15)?”
2. “I would also like a request a copy of the application documents involved with
registering as a school with the Ministry which were submitted by Pinnacle Global
Academy?”
3. “I would also like a request a copy of any documents issued by the Ministry to Pinnacle
Global Academy since registration was obtained?”
Your request has been considered under the Official Information Act 1982 (the Act).
Through a consultant, an application was submitted to the Ministry on 2 May 2022 to establish
Pinnacle Global Academy (PGA) as a private school (Year 1-13). Additional information to support
their application was provided to the Ministry in November 2022.
Provisional registration was approved on 22 November 2022, with an agreed opening date of
1 July 2023. Upon contacting PGA in 2024, we were advised that it was not operational. The
Education Review Office therefore did not complete a review to confirm full registration status.
PGA’s provisional registration expired on 1 July 2024.
Attempts to contact PGA have been unsuccessful. We will officially remove PGA from the
Ministry’s records. PGA will need to re-apply for provisional registration should it wish to become
operational.
As PGA was never fully registered as a Composite School, I am refusing
parts one and three of
your request under section 18(e) of the Act, as the documents requested do not exist. However,
please find a copy of the provisional registration attached as
Appendix A.

I am refusing
part two of your request under section 18(a) of the Act, since, by virtue of section
9(2)(ba)(i) of the Act, there is good reason for withholding the applications submitted by PGA to
protect information which is subject to an obligation of confidence, where the making available of
the information would be likely to prejudice the supply of similar information.
As required under section 9(1) of the Act, I have considered the public interest in releasing the
information withheld. I do not consider that the public interest considerations favouring the release
of this information are sufficient to outweigh the need to withhold it at this time.
