Thank you for your emails of 10 and 23 October 2025 making the following request under 
the Official Information Act 1982 (the Act) of the Ministry for the Environment (the Ministry), 
with respect to public submissions on the 2022 Pricing Agricultural Emissions consultation:

As outlined in the document schedule below, I have identified the following as in scope of 
your request: 
•  five emails containing form submissions 
•  one petition 
•  seven submissions received by email 
•  one letter to Ministers 
•  nine submissions received through Citizen Space 
•  one Microsoft Excel spreadsheet containing Citizen Space responses 
•  six documents provided as supporting documentation to Citizen Space responses 
•  one Microsoft Excel spreadsheet containing information about the in-person and 
online meetings 
•  30 documents containing information about the in-person and online meetings. 
 
I am releasing nine documents to you in full. 
 
I am releasing 39 documents to you in part, with some information withheld under the 
following sections of the Act:  
 
9(2)(a)  
to protect the privacy of natural persons. 
9(2)(ba)(i)   to protect information which is subject to an obligation of confidence or 
which any person has been or could be compelled to provide under the 
authority of any enactment, where the making available of the information 
would be likely to prejudice the supply of similar information, or information 
from the same source, and it is in the public interest that such information 
should continue to be supplied. 
9(2)(g)(ii)   to maintain the effective conduct of public affairs through the protection of 
such Ministers, members of organisations, officers, and employees from 
improper pressure or harassment.

as the information is already publicly available. 
 
I am releasing a spreadsheet of 1,255 Citizen Space responses to you in part as an excerpt 
as per section 16(1)(e) of the Act: 
•  I have excluded submission metadata and submissions where consent was not 
given to publish as they are out of scope of your request. 
•  I am withholding information in the spreadsheet under the following sections of the 
Act: 
o  9(2)(a) to protect the privacy of natural persons. 
o  9(2)(ba)(i) to protect information which is subject to an obligation of 
confidence or which any person has been or could be compelled to provide 
under the authority of any enactment, where the making available of the 
information would be likely to prejudice the supply of similar information, or 
information from the same source, and it is in the public interest that such 
information should continue to be supplied. 
•  I am refusing 23 columns of information that contain narrative responses to 
questions under section 18(f) of the Act as the information requested cannot be 
made available without substantial collation or research. Many responses to these 
questions contained personal information, and assessing all 28,865 cells in these

columns to identify and redact such information would unreasonably interfere with 
the operations of the Ministry. 
 
I am refusing three documents to you in full under section 18(d) of the Act as they are 
already publicly available. Please refer to the document schedule below to find links. 
 
In an earlier email to you, it was noted that the Ministry received a further 14 emails on the 
2022 Pricing Agricultural Emissions consultation using form submissions. The Ministry was 
unable to identify these emails despite reasonable efforts to locate them. As such, I am 
refusing the remaining form submissions under section 18(e) of the Act as the document 
alleged to contain the information requested does not exist or, despite reasonable efforts to 
locate it, cannot be found. 
 
In terms of section 9(1) of the Act, I am satisfied that, in the circumstances, the withholding 
of information in this request is not outweighed by other considerations that render it 
desirable to make the information available in the public interest. 
 
You have the right to seek an investigation and review by the Office of the Ombudsman of 
my decisions relating to this request, in accordance with section 28(3) of the Act. The 
relevant details can be found at: www.ombudsman.parliament.nz.
