Dear Ministers
Re: Pricing of agricultural emissions
Please find attached DairyNZ’s response to the Government’s proposal to price agriculture emissions,
Te tātai utu o ngā tukunga ahuwhenua.
DairyNZ and the farmers we represent believe the Government’s plan to price agriculture emissions
has missed the mark. A far better alternative has already been provided in the form of He Waka Eke
Noa, which was developed through a partnership across the agriculture industry and your officials.
DairyNZ has always appreciated the robust debates we can have with you and your government
colleagues. We know that we won’t always agree. On this occasion, we think the Government’s
proposal is fundamentally wrong. We recommend the Government to set aside its unworkable
proposal and accept the He Waka Eke Noa recommendations.
These recommendations represent more than two years of partnership collaboration and extensive
negotiation with all partners, including government departments. Fundamental to the effectiveness,
practicality, and equity of the recommendations was the inclusion of sector expertise and
knowledge, which your proposal removes.
In response to the Government’s proposal to price agriculture emissions, DairyNZ, Beef + Lamb NZ,
and Federated Farmers have all agreed on nine core principles, which we believe are critical to
ensure positive outcomes for farmers, the agriculture sector, and all New Zealand.
The Government’s proposal fails to understand what the industry recommended through He Waka
Eke Noa, fails to meet our principles and creates a system that would have unnecessary negative
impacts on agriculture and the wider New Zealand economy. The pricing proposal places a financial
burden on the farming community and provides no role for agriculture to have a say in its own
sustainable future.
Over the past six weeks, DairyNZ has advocated on behalf of our farmers for a better solution.
Farmers have shared their views and voiced their concerns with us through meetings, both online
and in-person. Farmers are unified in their belief that this proposal is sub-optimal, will have negative
impacts for farming and is not the best way forward.
We invite the Government to remain within the original intent and spirit of the He Waka Eke Noa
partnership that we all entered. That approach will achieve buy-in and deliver workable outcomes
that will ensure agriculture continues to provide for rural communities and the New Zealand
economy, while at the same time delivering on our environment goals and targets.
DairyNZ wants to continue working with the Partnership and Government, to bring agriculture input
and the expertise needed to ensure the successful future of our sector, and for New Zealand as a
whole.
