Response to your request for official information
Thank you for your request under the Official Information Act 1982 (the Act) to the Ministry of
Health – Manatū Hauora (the Ministry) on 8 October 2025 for information regarding health
committees associated with the Ministry. Please find a response to each part of your request
below.
I noted, Other health committees
https://www.health.govt.nz/about-us/new-zealands-health-system/health-system-roles-
and-organisations/health-committees-and-boards/other-health-committees
You have following committees listed on your website,
End of Life Review Committee
Health Workforce and System Efficiencies Committee
Medsafe committees
National Cervical Screening Programme Review Committee
National Kaitiaki Group
Psychoactive Substances Appeals Committee
Psychoactive Substances Expert Advisory Committee
Radiation Safety Advisory Council
Regulated Products Appeals Committee
Could you please provide the pay rate for each committee, along with the names of
current members and their appointment terms (including start and end dates)?
Information regarding the pay rate, appointment terms, and names of the members of the
respective commit ees is attached to this letter as Document 1. As detailed in Document 1, the
Medicines Review Committee and the Psychoactive Substances Appeals Committee are
currently vacant. This is because members are only appointed on an ad-hoc basis when an
issue arises which requires consideration by the Commit ee. Additionally, as shown in the table,
the Regulated Products Appeals Commit ee has been renamed to Notifiable Products Appeals
Commit ee.
Please note that the rates provided in Document 1 are accurate as of 5 February 2025 and only
provide the renumeration rate at that point in time. These rates are not broken down by a given
financial year and do not detail the amount of time worked by a given appointee, any additional
allowances as part of a broader renumeration package, or the accumulated total fee(s) paid to
any board or their members. Additionally, these rates do not break down any changes that may
have, or are proposed, to occur.
The Ministry has detailed in the table who the chairs and deputy chairs of the respective
committees are. Where no chair and/or deputy chair is indicated; that commit ee does not have
those roles assigned. Additionally, where committee members terms have expired, certain
legislation allows members to continue their duties in an acting capacity while recruitment is
underway to fil those positions.
The names of the Medicines Assessment Advisory Committee members have been withheld
under section 9(2)(g)(i ) of the Act, to maintain the effective conduct of public affairs through the
protection of such Ministers, members of organisations, of icers, and employees from improper
pressure or harassment.
As this information is withheld under section 9 of the Act, I have considered the public interest in
release in making this decision and, given the specific role and function of the Committee, I
consider that it does not outweigh the need to withhold the names at this time.
Additionally, I would appreciate it if you could share a sample appointment letter issued to
members for each committee. Please feel free to redact any personal information as
needed.
A copy of a sample appointment letter is attached to this letter as Document 2. This is released
to you with some information withheld under section 9(2)(a) of the Act, to protect the privacy of
natural persons.
Please note that all appointment letters follow the same template when appointing prospective
members to a given committee. As such, your request for a sample letter for each commit ee is
satisfied by providing one sample. The sample also includes the appointment memorandum
appointees are given to sign and return to the Ministry to accept their appointment.
On 24 October 2025 the Ministry transferred your request for information relating to the National
Kaitiaki Group to Health New Zealand – Te Whatu Ora under section 14(b)(i ) of the Act. Health
New Zealand wil address this part of your request in due course. They can be contacted at:
[email address].
I trust this information fulfils your request. If you wish to discuss any aspect of your request with
us, including this decision, please feel free to contact the OIA Services Team on:
[email address].
Under section 28(3) of the Act, you have the right to ask the Ombudsman to review any
decisions made under this request. The Ombudsman may be contacted by email at:
[email address] or by calling 0800 802 602.
