I refer to your Official Information Act 1982 (OIA) request dated 10 October 2025 for 
information regarding the pseudo licence PZ109108.  
My response to each part of your request can be found below: 
1.  The name and position of the person(s) who created this licence. 
2.  The reason and internal process for its creation. 
3.  The Act, statute, or other legislative authority under which it was created. 
4.  Was it created as a result of an alleged Speeding ticket? 
5.  What are the details of that ticket? 
6.  If so, what was the date of the offence? 
The above information requested is not held by the Police and relates more closely to the 
functions of New Zealand Transport Agency Waka Kotahi (NZTA). Therefore, this 
question was transferred in accordance with section 14(b)(i) and (i ) of the OIA. 
7.  A list of all offences attributed to PAIHIA TAXIS & TOURS LIMITED under 
Pseudo Driver Licence number PZ109108 from 3 December 2006 to 20 July 
2025. 
Please find enclosed a document listing al  Police issued infringements under Pseudo 
Licence PZ109108, PAIHIA TAXIS & TOURS LIMITED. 
8.  Is a “Pseudo Driver Licence” a legal document under New Zealand law? If so, 
please specify the legal basis. If not, please explain why it was used for 
prosecutorial or infringement purposes. 
This information requested is not held by the Police and relates more closely to the
