Tēnā koe Sonny,
Thank you for your email of 6 October 2025 to the Ministry of Business, Innovation and Employment
requesting, under the Official Information Act 1982 (the Act), the following:
Official Information request - Request to Immigration New Zealand for Emails
Please provide the communication record for all TA (technical adviser) update emails sent
between 01 May 2024 to 01 October 2025.
On 9 October 2025, we sought clarification by asking you to confirm:
• if you are seeking emails that were sent to Technical Advisors (TAs) or emails that TAs have
sent.
• If there was a particular processing office or visa type you would like these emails in relation
to.
On 22 October 2025, you clarified your request as follows:

These are emails sent out by TAs.

The request is for all offices and visa types
Under section 15(1AA) of the Act, if a request is amended or clarified after the date on which it is
received, the amended or clarified request may be treated as a new request that replaces the original
request.
Our Response
We are refusing your request under section 18(f) of the Act, because the information requested
cannot be made available without substantial collation or research. This task would remove Ministry
staff from their core duties and therefore the greater public interest would not be served. I have
considered whether the Ministry would be able to respond to your request given extra time or the
ability to charge for the information requested but I have concluded, in both cases, the Ministry’s
ability to undertake its work would still be prejudiced.
Immigration New Zealand (INZ) has 12 visa processing offices, and each office may have multiple TAs.
INZ also has TAs outside of the processing offices, including TAs within the Immigration Risk and
Border, Refugee and Migrant Services and the Associate Deputy Secretary Immigration groups.
Collating the information that is in-scope of your request would necessitate a search of thousands of
emails sent by a large number of staff to determine what information is held in scope of your request.

time period in which you are seeking this information, you are welcome to submit a new request.
