Request made under the Official Information Act 1982 
 
Thank you for your email of 8 November 2025 requesting the fol owing information under the Official 
Information Act 1982 (the Act):   
 
a) What is the source of the Transaction Log? Where is it stored? Is there a URL or database 
reference to access the full record? 
 
b) What do the abbreviations “DLPRO”, “DL Register”, and “6.20v31” represent?  
c) It appears DRIVER LICENCE NUMBER PZ109108/000 was “ISSUED” on 03/12/2003 and 
has been on the DL Register since that date. 
 
- How do you account for the expiry date “99/99/9999”?  
- The log states “DRIVER LICENCE” was “ISSUED”, then “PSEUDO”, then “status inactive”. If 
“inactive,” how was it possible to issue seventeen infringement notices using PZ109108 
between November 2008 and February 2025? 
 
- Why does the log refer to “Licence Number” rather than “Pseudo Licence Number”?  
d) Please clarify al  abbreviations across the white log box, beginning with “Appl.” and 
including “User code”, “REPORT”, and “SUPPORT”. Who inputted these records, and what do 
highlighted codes refer to? Does the creation time of 02:45am indicate standard practice? 
 
e) Most critical:  
- The entry “000000 IADDR 06/01/2003 14:17 W98AK042 AUCKLD GORDONC” records an 
event a month before I even arrived in New Zealand. Please explain this anomaly, as it 
seriously cal s into question the authenticity of the record.
 
 
Regarding item a), the source of the Transaction Log is the Driver Licence Register (DLR). There is no 
URL or database reference for non-approved users to access the record. I am therefore refusing this 
part of your request under section 18(e) of the Act as the information does not exist.  
 
We have decided to refuse items b), c) and d) of your request under section 18(h) of the Act because 
we consider these requests to be frivolous or vexatious. We have not reached this decision lightly. 
This request does not possess significant relevance or merit as its not relevant to the creation of 
PZ109108. 
 
Regarding the creation date of the record, as the record is for a business, not a person, it does not rely 
on a person’s whereabouts. The New Zealand Companies Office indicates that Paihia Taxis & Tours 
 
   


Limited was incorporated on 21 November 2002. The pseudo record was created in 2003 under 
previous company directors. An ‘inactive’ status also does not prevent information updates from being 
added to the record.  
 
In our email to you on 3 December 2025, we asked if you could please clarify the reference in your 8 
November 2025 email to ““questions on page 1/9”. We advised you that we were unsure what document 
you were referencing as we were unable to locate a nine-page document having been supplied. We asked 
that you let us know which Team in NZTA supplied the document or if you could provide the document 
itself.  However, to date, we have not received your clarification. Since the scope of your request as it 
stands is not specified with due particularity as required under section 12(2) of the Act, NZTA is not able to 
provide a response.  
 
If you would like to resubmit this part of your request clearly outlining what specific information you are 
seeking, we will then be able to consider it under the provisions of the Act.
