Official Information Act request: Judicial JP Manual  
 
Thank you for your email of 2 October 2025, to the Ministry of Justice (the Ministry) 
requesting information, under the Official Information Act 1982 (the Act), regarding the 
Judicial Justice of the Peace (JP) Manual. Specifically, you requested:  
 
I am requesting the latest revision of the text Judicial JP Manual (Ministry of Justice, 
2014). 
 
The Judicial JP Manual is considered a ‘bench book’ which means it qualifies as judicial 
information under section 236(2) and Schedule 1 (judicial information) of the District Court 
Act 2016. This interpretation was confirmed in the case Deys v R [2018] NZCA 466 (copy 
attached). Judicial information is not held by the Ministry and is not subject to the Act. 
Therefore, I am refusing your request under section 18(g) of the Act. 
 
I note that some other ‘bench books’, such as the Jury Trials bench book, have been publicly 
released by the judiciary. At this time, the Judicial JP manual has not been released.
