Biography  
Clifton Madgwick currently works as the Managing 
Director for CDS.  
 
Before joining CDS, he worked for Chemiplas 
Limited, one of the largest suppliers of synthetic 
refrigerants into the New Zealand and Pacific 
Islands markets.  
 
Over the past decade Clifton has frequently 
engaged with the Ministry on several synthetic 
 
refrigerants policy topics (in particular, advocating 
for Chemiplas Limited’s interests in the Emissions 
Trading Scheme and Kigali import settings).  
 
Aimie Hines is a Senior Consultant with Capital NZ, 
specialising in public relations. 
 
Aimie has over a decade of strategic experience in 
public affairs and government relations – 
representing FMCG, technology, NZX listed, 
industry bodies and public sector agencies. She 
was the National Party Communications Manager 
and has worked in Parliament for senior National 
  MPs. 
 
Over the past few months, CDS has contracted 
Aimie and she has attended the meetings CDS has
