Thank you for your request of 30 September 2025 to Fire and Emergency New Zealand requesting
the following information under the Official Information Act 1982 (OIA):
1. I am seeking the FENZ turn-out statistics for responses up the Mountain Road to Turoa
Skifield and up the Bruce Road to Whakapapa Skifield for all the appliances in the fire
brigades from Ohakune (including appliance #757), Waimarino (National Park),
Whakapapa Vil age and Owhango over the last three years i.e. from present back to
September 2022, specifically:
•
Whether the call was on the Mountain Road or the Bruce Road.
•
The nature of the call, for example, structure fire, medical, vehicle fire, MVA, etc.
•
The quantity of each type of call.
•
The number of times each responding appliance was:
o
First arriving
o
A secondary appliance supporting the first arriving.
o
K28.
o
K0.
o
K1.
o
Deployed in another capacity.
2. I am also seeking documents and correspondence relating to decisions made regarding the
allocation of 4WD appliances to Ruapehu brigades. This includes emails to and from FENZ
staff including but not limited to Bruce Stubbs, Bruce Crosby, Mikls Moran, Marty Webb,
Maril a Swift, and John Hotter.
Please find attached, in
Sheet One of
Appendix One to this response, the requested cal out
statistics. We have provided the arrival order of each appliance from the named brigades that
were notified of these incidents, including whether they were the first or second arriving
appliance. If the arrival order is not listed, then the appliance did not arrive at the incident.
We have unfortunately been unable to provide whether each responding appliance was K28, K0,
K1, or deployed in another capacity after being notified of these incidents because while some of
this information is recorded against the individual callsigns, it is not recorded in a way that we can
connect it to specific incidents. For this reason, we are refusing this aspect of your request under
section 18(e) of the OIA, as the information requested does not exist.
However, we have included in
Sheet Two of
Appendix One,
the number of K1s and K0s
transmitted by each callsign relating to these brigades since 1 September 2022. There was no
record of K28s being transmitted. We have also included, in
Sheet Three of
Appendix One,
further
details about the K0s transmitted, including the duration and some information recorded against
each instance.
Please also find attached, as
Appendix Two to this response, al documents and correspondence
we identified that relates to decisions made regarding the allocation of 4WD appliances to
Ruapehu brigades. Some information has been withheld from Appendix Two under section 9(2)(a)
of the OIA, to protect the privacy of natural persons. In making this decision, we have considered
the public interest considerations in section 9(1) of the OIA.
