Thank you for your Official Information Act 1982 (OIA) request of 30 September 2025, in which you 
asked for access to: 
The Police Homicide Enquiry Report of the Death of Paul Melvin Stowers, 28 October 1990, 
for the purpose of family research. 
New Zealand Police Museum archive 2015/440/1 Operation Khyber – Fatal Shooting of Paul Melvin 
Stowers on 28 October 1990 is attached. Under section 9(2)(a) of the OIA, Police are required to 
protect the privacy of natural persons including that of deceased natural persons and so names have 
been withheld. 
Police considers the interests requiring protection by withholding the information are not outweighed 
by any public interest in release of the information. 
You have the right to ask the Ombudsman to review my decision if you are not satisfied with the
