Thank you for your request of 28 September 2025 to Te Kaunihera o Pōneke | Wel ington City Council
(the Council) requesting the fol owing information:

“Would you please confirm, along with any relevant documentation, memos, plans etc if there
are any plans or proposals to levy residents/ratepayers to cover the cost of repairs, upgrades
and/or maintenance of Wel ington's water reticulation systems.”
Your request has been considered under the Local Government Of icial Information and Meetings Act
1987 (LGOIMA).
Wellington's water reticulation system wil require ongoing repairs, maintenance, and upgrades, and
residents wil be responsible for covering these associated costs.
The Government’s ‘Local Water Done Wel ’ water reforms have initiated significant changes to how
the Council is delivering water services. Earlier this year the Council undertook community
consultation on the preferred option for future delivery services.
In May, the Council took a decision to jointly establish a new water services delivery organisation with
Upper Hutt, Hutt City, Porirua, and Greater Wel ington Regional councils. The newly established
organisation is currently operating under the provisional name 'Metro Water'.
From 1 July 2026, Metro Water wil have ful responsibility for water assets along with maintenance
and investment programmes. Metro Water wil also be responsible for the direct billing of ratepayers –
meaning that water charges wil no longer be included in the Council rates after July 2026. The only
exception to transferring assets and revenue to Metro Water is the bil ing for the Moa Point Sludge
Minimisation Facility. This levy wil remain a Council responsibility and wil continue to be charged via
rates invoices.
The Government’s reform required all councils to prepare and submit a water services delivery plan
(WSDP) by 3 September 2025. The WSDP contains information on a likely investment programme
