Official Information Act request: Prime Minister's comment regarding kumara farming
Thank you for your Official Information Act 1982 (the Act) request, received on 26 September
2025. You requested:
“You recently made a post of social media a visit to about Kaipara Kumara. You noted
that you had “cut red tape so they can get on with the job”. Can you tell me what
specific “red tape” has been cut as it relates to kumara farming?”
This Government is acutely aware of the chal enges facing vegetable growers, particularly in
relation to crop rotation and freshwater management. We are committed to enabling a better
regulatory environment to support commercial vegetable production and have been engaging
with sector leaders, and talking directly to growers, on how best to achieve this. We moved
quickly to stop councils from notifying freshwater plans that would have added additional
costs to vegetable growers, while we work on replacing the National Policy Statement for
Freshwater Management (NPS-FM).
Minister Bishop has recently consulted on two options related to vegetable growing:
• Providing a new objective and policies in the NPS-FM to enable the continued
domestic supply of fresh vegetables, and provide for crop rotation; and
• Developing new national standards that permit vegetable growing.
We have also made changes to allow industry organisations, such as the New Zealand Good
Agricultural Practice programme, which is already used by most vegetable growers, to
deliver freshwater farm plans.
You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
