Fol owing our conversation with your principal, I am confirming that the Ministry will develop an 
enrolment scheme for your school, as required by section 72(1) of the Education and Training Act 2020. 
The purpose of an enrolment scheme is to: 
• avoid overcrowding, or the likelihood of overcrowding, at the school.
• ensure that the selection of applicants for enrolment at the school is carried out in a fair and
transparent manner.

• enable the Secretary for Education to make the best use of the existing network of state
schools.
To begin this process, we wil  work with you to understand the views of your Board and your school 
community to develop a proposed enrolment scheme and home zone. Once we have developed a 
proposed scheme, we wil  consult on it with your Board and the fol owing groups:

• the parents of students at your school.
• the people living in the area for which your school is a reasonably convenient school.

• the boards of other schools that could be affected by the proposed enrolment scheme
It is our intention to develop the enrolment scheme for Naenae Col ege at the same time as we develop 
under 
a scheme for Wainuiomata High School and to review the current scheme at Hutt Valley High School as 
the schemes share boundaries and are all located in Hutt City. 
Fol owing this consultation process, we wil  finalise the scheme. After the scheme is finalised, your 
Board must implement the scheme as soon as practicable.

To avoid overcrowding, or the likelihood of overcrowding, it is important that we note the capacity

provided by Ministry-funded teaching spaces at your school. The Ministry’s assessment of your school’s 
capacity is 895 student spaces, around which the school roll should be managed. Please understand 
this figure is not a maximum rol  – you cannot refuse enrolment to in-zone students at any time. (See 
Section 74(1) of the Education and Training Act 2020).

The guidelines for development and operation of enrolment schemes are issued 
under Schedule 20, Clause 3 (3) of the Education and Training Act 2020 for the

  Lyriks Activity Centre   
  
1. 
The LAC is a successful hybrid of the Naenae College Alternative Education 
Programme “Lyriks” and the Hutt Valet Activity Centre. This model allows for 
under 
Alternative Education (AE) within the Hutt Valley providing tailored learning and 
wellbeing support for students who are disengaged or at risk of disengaging form 
mainstream education. This model is delivered under formal contract from the 
Ministry of Education and allows for students from Year 9-13 to continue to gain 
access to education. 
  
2. 
The programme focuses on rebuilding student engagement, fostering positive 
relationships and supporting readiness to transition back into school, further 
education, training or employment. Learning at the LAC integrates key 
Released competencies, foundational academic skils, vocational experiences and wrap 
around support. 
  

3. 
Naenae College is the current managing school for LAC, however students from 
Hutt Valley High School, St Bernard’s College, Sacred Heart College, Taita 
College, Raphael House and St Orans College can also be placed in the centre. 
In all cases, students referred to LAC remain on the roll  of the college that 
referred them. In some circumstances the Ministry wil  direct a college to enrol a 
student with the intention of them being referred immediately to LAC. 
  
Enrolment Criteria 
  
4. 
Students must be aged between 13 and 18 years and meet the Ministry of

Education criteria for AE. They must be referred through the AE process, which 
includes collaboration between the school, whanau and external agencies.

Each placement is approved by the LAC Director and the Principal of Naenae 
College and is dependent on the availability of space. 
  
6.  A transition and support plan wil  be agreed upon with the student, whanau and 
referring professionals to ensure a col aborative and supported placement   
 
Out of Zone Enrolments 
  
Each year the School Board wil  determine the number of places which are likely to 
be available in the following enrolment period(s) for the enrolment of students who 
live outside the home zone. The Board wil  publish this information by public notice in

a medium appropriate to the area served by the school. The notice wil  indicate how 
applications are to be made and wil  specify a date by which all applications must be 
received. 
  
 
Applications for enrolments wil  be processed in the following order of priority: 
First Priority            wil  be given to applicants who have been accepted for

                     enrolment in the Lyriks programme and require a direction to           
 
                          enrol from the Ministry of Education as they are not currently     
 
                          enrolled at any Hutt Valley Secondary School.

Second Priority          wil  be given to applicants who are siblings of current 
students. 
Third Priority               wil  be given to applicants who are siblings of former 
students. 
Fourth Priority            wil  be given to any applicant who is a child of a former 
under student of the school. 
Fifth Priority               wil  be given to any applicant who is either a child of an 
employee of the board of the school or a child of a member of 
the board of the school. 
Sixth Priority             wil  be given to all other applicants. 
  
 
 
  
If there are more applicants in any priority groups than there are places available, 
selection within the priority group wil  be by ballot conducted in accordance with

instructions by the Secretary, under Schedule 20, Clause 3 (1) of the Education and 
Training Act 2020. Parents wil  be informed of the date of any ballot by public notice 
in a medium appropriate to the area served by the school. 
  

Applicants may be required to give proof of In Zone address, or proof to

Thank you for working with the Ministry in developing a proposed enrolment scheme for 
your school.  We have completed consultation on the proposed scheme, which has now 
been finalised. A copy of the approved scheme is attached to this letter.

Your Board should arrange to adopt it as soon as practicable. As agreed earlier, the 
scheme can assist your school to manage its capacity around a figure of 895. Please 
understand this figure is not a maximum roll and your school must accept all in-zone 
enrolments. 
Once your Board has adopted the scheme, it will be required to give notice of the 
scheme to your school community and any affected parties in the wider local 
community, stating that it has adopted the enrolment scheme. This notice may be given

  Lyriks Activity Centre   
  
1. 
The  LAC  is  a  successful  hybrid  of  the  Naenae  College  Alternative  Education 
under 
Programme “Lyriks” and the Hutt Valley Activity Centre. This model allows for 
Alternative Education (AE) within the Hutt Valley providing tailored learning and 
wellbeing support for students who are disengaged or at risk of disengaging form 
mainstream education. This model is delivered under formal contract from the 
Ministry of Education and allows for students from Year 9-13 to continue to gain 
access to education.

The  programme  focuses  on  rebuilding  student  engagement,  fostering  positive 
relationships  and  supporting  readiness  to  transition  back  into  school,  further 
education,  training  or  employment.  Learning  at  the  LAC  integrates  key 
Released competencies, foundational academic skills, vocational experiences and wrap 
around support.

Naenae College is the current managing school for LAC, however students from 
Hutt  Valley  High  School,  St  Bernard’s  College,  Sacred  Heart  College,  Taita 
College, Raphael House and St Orans College can also be placed in the centre. 
In  all  cases,  students  referred  to  LAC  remain  on  the  roll  of  the  college  that 
referred them. In some circumstances the Ministry will direct a college to enrol a 
student with the intention of them being referred immediately to LAC. 
  
Enrolment Criteria

Students  must  be  aged  between  13  and  18  years  and  meet  the  Ministry  of 
Education criteria for AE. They must be referred through the AE process, which 
includes collaboration between the school, whanau and external agencies.

Each placement is approved by the LAC Director and the Principal of Naenae 
College and is dependent on the availability of space.

A transition and support plan will be agreed upon with the student, whanau and 
referring professionals to ensure a collaborative and supported placement   
 
Out of Zone Enrolments 
  
Each year the School Board will determine the number of places which are likely to 
be available in the following enrolment period(s) for the enrolment of students who

live outside the home zone. The Board will publish this information by public notice in 
a medium appropriate to the area served by the school. The notice will indicate how 
applications are to be made and will specify a date by which all applications must be 
received. 
  
 
Applications for enrolments will be processed in the following order of priority: 
First Priority            will be given to applicants who have been accepted for

                     enrolment in the Lyriks programme and require a direction to           
 
                          enrol from the Ministry of Education as they are not currently     
 
                          enrolled at any Hutt Valley Secondary School.

Second Priority          will be given to applicants who are siblings of current 
students. 
Third Priority               will be given to applicants who are siblings of former 
students. 
Fourth Priority            will be given to any applicant who is a child of a former 
under student of the school. 
Fifth Priority               will be given to any applicant who is either a child of an 
employee of the board of the school or a child of a member of 
the board of the school. 
Sixth Priority             will be given to all other applicants. 
  
 
 
  
If there are more applicants in any priority groups than there are places available, 
selection within the priority group will be by ballot conducted in accordance with 
Released 
instructions by the Secretary, under Schedule 20, Clause 3 (1) of the Education and 
Training Act 2020. Parents will be informed of the date of any ballot by public notice 
in a medium appropriate to the area served by the school. 
  


Applicants may be required to give proof of In Zone address, or proof to 
support their application if seeking enrolment under the Out of Zone priorities.
