NZ supports a Pacific delegation to a US cyber security conference
5. As reported in the NSI Fortnightly Report of 9 April, DPMC (Cyber and Technology Security
Released
unit) partnered with the Australian government to support a Pacific Delegation to the RSA
cyber security conference - one of the largest in the world attended by over 40,000
government and industry representatives. Eight countries formed the Pacific delegation (Cook
Islands, Fiji, Papua New Guinea, Tonga, Samoa, Vanuatu, Australia and New Zealand), with
the Cook Islands delegate sponsored by DPMC.

6. The delegation met with several big tech companies, including Google, Meta, IBM, Microsoft,
Starlink, and CyberCX. It participated in a Pacific and Southeast Asia AI Dialogue and visiting
the RSA Security Operations Centre, run by a NZ company Endace alongside Cisco. This
engagement provided Pacific Island countries with an understanding of the products, services,
and tooling available to support them, but more importantly, was a chance for big tech to hear
directly from Pacific voices about their requirements, concerns, and unique operating
environments.

New Zealand’s first online violent extremism redirection pilot
1. New Zealand’s first online violent extremism redirection project started on 31 March 2025.
The Moonshot Redirect Online pilot anonymously connects users consuming known violence-
inciting material and/or users concerned about someone else’s behaviour to advertisements
for safe, confidential support.

Preventing and Countering Violent Extremism research

In December 2024, you agreed to changes to a DPMC non-departmental appropriation
for Preventing and Countering Violent Extremism that enabled the remaining $500,000
for the 2024/25 financial year to be used for both high-value research and prevention
initiatives aimed at stopping terrorist attacks.

As a key part of this, DPMC contracted the Victoria University of Wellington’s Policy Hub

to commission research proposals from academics throughout New Zealand on
preventing radicalisation to violence. This process is now complete, and five research
projects have been recommended for funding (a total of $407,000) covering a range of
priority areas including the Islamic State, other extremist groups, youth radicalisation,
and online harm prevention.

The research projects are expected to report their findings throughout the remainder of

New Zealand participation in the Pacific National Security
Coordinators' Roundtable
6. DPMC attended the Pacific National Security Coordinators' Roundtable in Vanuatu from 9-11
June 2025. The Roundtable brings together National Security Advisors and Coordinators, and
the heads of the security bodies of the Pacific Islands Forum (PIF), to discuss the shared
security challenges facing the region. It is also a chance to exchange ideas on the
development of national security strategies and policies, as part of member commitments
under the 2018 Boe Declaration on Regional Security.

the Australian Government and the Australian National University as an open-source
assessment and information sharing centre of excellence.
