Official Information Act request: National Security briefings received by the Prime
Minister
Thank you for your Official Information Act 1982 (the Act) request, received on 24 September
2025. You requested:
“Could I please request a copy of your ‘Prime Minister's Weekly Brief’ and
‘National Security Group Fortnightly Report’ that you received for May, June,
July and August 2025?”
Please find attached a copy of each of the National Security Group’s Fortnightly Reports to
the Minister for National Security and Intelligence, Rt Hon Christopher Luxon, identified in
scope of your request. The last National Security Group Fortnightly Report was sent to the
Minister for National Security and Intelligence on 25 June 2025. There have been no further
updates. The reports are set out in the table below:

As noted in the table above and on the documents themselves, some information has been
withheld under the following sections of the Act:
• section 6(a), to protect the security or defence of New Zealand or the international
relations of the Government of New Zealand
• section 9(2)(a), to protect the privacy of individuals
• section 9(2)(f)(iv), to maintain the confidentiality of advice tendered by or to Ministers
and officials
• section 9(2)(g)(i), to maintain the effective conduct of public affairs through the free and
frank expression of opinion.
A total of 17 ‘Prime Minister’s Weekly Briefs’ have been identified as in scope of your
request. These were dated: 2/05/2025, 9/05/2025, 15/05/2025, 23/05/2025, 30/05/2025,
6/06/2025, 12/06/2025, 23/06/2025, 27/06/2025, 8/07/2025, 15/07/2025, 22/07/2025,
29/07/2025, 5/08/2025, 12/08/2025, 19/08/2025, and 26/08/2025.
The Prime Minister’s Weekly Brief is a highly classified intelligence product about national
security matters and include information from overseas intelligence partners. The Prime
Minister’s Weekly Briefs from May to August 2025 are withheld in full under the following
sections of the Act:
• section 6(a), to protect the security or defence of New Zealand or the international
relations of the Government of New Zealand
• section 6(b)(i), to protect the entrusting of information to the Government of New
Zealand on a basis of confidence by the Government of any other country or any
agency of such a Government.
In making my decision, I have considered the public interest considerations in section 9(1) of
the Act. No public interest has been identified that would be sufficient to outweigh the
reasons for withholding that information.
You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
