Thank you again for approving my main signage and the campaign brochure earlier.
I’m writing to follow up and share that I have since designed two additional insert
pages to be placed within the brochure, in order to better demonstrate the system I’ve
developed.
The two inserts are titled “MyRates” and “LoveLocal”, and they are designed as A4
trifold inserts that further explain how the platform supports community transparency
and local engagement.

Before I proceed with any further reproduction or distribution, I would like to
respectfully raise two inquiries:
1. Use of Council Report Imagery
Both inserts include select imagery and visual elements adapted from the
publicly available Porirua City Council Annual Report. I’ve included source
references on the materials. I would appreciate guidance on whether this use is
acceptable for campaign communication purposes, and whether any additional
permissions or acknowledgements are required.
2. Use of “Love Local” Branding Elements
The “LoveLocal” insert is designed as an extension of the Council’s existing
“Love Local Expo” The visual style and logo have been kept intentionally
aligned, in order to reflect continuity and clarity for the public. May I confirm
whether this form of brand referencing is permissible, given its non-commercial
and community-supporting context?
At this stage, both inserts are still in a review format and not yet printed or distributed.
I would be grateful if you could advise whether I can proceed with using them as part
of the campaign materials.

Thank you again for approving my main signage and the campaign brochure earlier. I’m
writing to follow up and share that I have since designed two additional insert pages to
be placed within the brochure, in order to better demonstrate the system I’ve
developed.
The two inserts are titled “MyRates” and “LoveLocal”, and they are designed as A4
trifold inserts that further explain how the platform supports community transparency
and local engagement.
Before I proceed with any further reproduction or distribution, I would like to
respectfully raise two inquiries:
1. Use of Council Report Imagery
Both inserts include select imagery and visual elements adapted from the
publicly available Porirua City Council Annual Report. I’ve included source
references on the materials. I would appreciate guidance on whether this use is
acceptable for campaign communication purposes, and whether any additional
permissions or acknowledgements are required.
2. Use of “Love Local” Branding Elements
The “LoveLocal” insert is designed as an extension of the Council’s existing
“Love Local Expo” The visual style and logo have been kept intentionally aligned,
in order to reflect continuity and clarity for the public. May I confirm whether this
form of brand referencing is permissible, given its non-commercial and
community-supporting context?
At this stage, both inserts are still in a review format and not yet printed or distributed. I
would be grateful if you could advise whether I can proceed with using them as part of
the campaign materials.

1. Candidate information
Our website has lots of information that will be useful for you. Please take a moment to check it out:

I have also attached the Candidate Handbook and donations & expenses return form to this email; in case you do not
yet have copies of these.
2. Signs
Please read our website, or the section in the Candidate Handbook for the process and rules for elections signs. It is
important you follow these rules, as our Parking and Bylaws team will be vigilant in their enforcement, to ensure that
all candidates have a level playing field.
Signs on Council land must have a permit. There is no fee for this permit. Details of the permitting process can be
found on our website, and the permit application form is attached. If you have submitted a permit application already,
the team is currently processing these.
The first day signs can go up on Council land is from midnight on Saturday 9 August (12:01 am, 9 August).
Complaints about signage placement should be directed to our Parking and Bylaws team:

Also attached is guidance received from Waka Kotahi regarding signs placed on or adjacent to its land.

We’d like to help the community get to know you better by offering you the opportunity to be interviewed on camera.
This is not about sharing all your experience or just listing issues you think the city is facing, rather it’s about getting to
know you, why you’re standing and how you can make a difference.

Each candidate wil be asked the same four questions and there will be a 90-second time limit for all four questions.
The questions are:

Key points:

Candidate videos will be filmed on Friday 15 August between 10 am and 5 pm and Saturday 16 August
between 9 am and 12 pm at Pātaka Art + Museum (corner Norrie and Parumoana streets).

Candidates who are running for both Mayor, and Councillor, can book two slots, and film two separate videos
if they wish.

Candidates will have 20 minutes each to film with our videographer.

Your video will be loaded to our website and sit alongside your candidate profile statement and photo.

All videos will be loaded at the same time, after all candidates who wish to, have been filmed.

We will add graphics with your name and what positions you are standing for, and English subtitles, to each
video.
We’ll also be filming all candidates saying a passage of text, which will then be cut together for our social media to
encourage voters to find out more. Tauranga City Council has a great example of this from their 2024 election. The
text you will be asked to read is:
“Are you Porirua Proud? Show it by voting in the local elections! Voting is important if you want to have your
say on what matters to you. We are all standing to be your next council. We hope to represent you at the
Council table, but it’s you, our community, who gets to choose Porirua’s future.
We need you to do your part and vote. Voting is open now and closes 11 October. Check your letterbox for
your voting papers. To find out more about who we are and what we stand for, visit Porirua City Council’s

You’ll also find information on where you can vote and heaps more about the local elections.

LGNZ and local councils have partnered with Policy.nz to provide coverage of the 2025 local elections.
Candidates will be sent a survey by Policy.nz, which will be displayed on their website so voters can see where
candidates stand on key issues.
Most candidates completed the Policy.nz survey in 2022, and we received positive feedback from voters that it helped
them decide who to vote for.
We encourage you to complete this survey when it is emailed to you by Policy.nz. If you don’t receive it by 15 August,

Looking into your situation there are actually 2-3 breaches of the Signs Bylaw 2020. It can be confusing if you are a
first timer that’s why we pass on as much information as possible to help you. Sometimes, we don’t always get that

12.4 Any election signage displayed on a public place must be on the approved sites only (Schedule 1) and must
be free standing (Schedule 2).

The only exception to the two sign rule is if you are a candidate for both the Mayoral position and a councillor. This
mean you are able to erect both signs for the ward you are nominated as a councillor and your Mayor signs.

Yesterday, I visited Zion Baptist Church (Porirua City Centre, 16 Hartham Place North), a venue which
regularly gathers a significant number of local residents from across Porirua. While the community is
vibrant and growing, I observed that many residents have limited awareness or understanding of the
voting process.
To support the Electoral Commission’s mission of ensuring fair and accessible participation in
democracy, I would like to make two requests for your consideration:
1. Community Voter Education Session:
I kindly ask the Commission to consider running (or supporting) a voter information and
training session at this venue. Such an event would help residents—particularly those who are
new to the electoral system—better understand how to enrol, how to cast their votes
correctly, and why participation matters.
2. Consideration of Zion Baptist Church as a Polling Place:
Given its central location, accessibility (within North City Shopping Centre), and its role as a
community hub, Zion Baptist Church could serve as a highly suitable polling place for local
residents. Establishing a polling station here would make it significantly easier for many in the
Porirua community to exercise their democratic right to vote.
I believe that these measures would not only improve accessibility but also help increase voter
turnout within Porirua City, particularly among communities who may otherwise be less engaged.

follow up and share that I have since designed two additional insert pages to be placed within the
brochure, in order to better demonstrate the system I’ve developed.

The two inserts are titled “MyRates” and “LoveLocal”, and they are designed as A4 trifold inserts that
further explain how the platform supports community transparency and local engagement.
Before I proceed with any further reproduction or distribution, I would like to respectfully raise two
inquiries:
1. Use of Council Report Imagery
Both inserts include select imagery and visual elements adapted from the publicly
available Porirua City Council Annual Report. I’ve included source references on the
materials. I would appreciate guidance on whether this use is acceptable for campaign
communication purposes, and whether any additional permissions or acknowledgements are
required.
2. Use of “Love Local” Branding Elements
The “LoveLocal” insert is designed as an extension of the Council’s existing “Love Local Expo”
The visual style and logo have been kept intentionally aligned, in order to reflect continuity and
clarity for the public. May I confirm whether this form of brand referencing is permissible,
given its non-commercial and community-supporting context?
At this stage, both inserts are still in a review format and not yet printed or distributed. I would be
grateful if you could advise whether I can proceed with using them as part of the campaign materials.

I am writing regarding the Meet the Candidates session on Tuesday 20 August, 7:00pm at Pukerua
Bay School & Community Hall.
As this is my first Candidate Meeting, I would like to clarify how the speaking order is usually arranged
— is it alphabetical, or set by the organisers? And is the floor question time held after all candidates
have spoken, or is it integrated after each speech?
I would also like to make a small request. I am a single mother of an autistic child, and his usual
bedtime is around 8:00pm. This means it would be difficult for him

to wait too long into the evening. If possible, I would be very grateful if my speaking slot could be
scheduled a little earlier, instead of at the very end.
I completely understand that the order must be fair to all candidates, and I will respect the final
arrangement. I just hope that my situation as a caregiver can be taken into consideration when
planning the order.

PERMIT CONDITIONS
•Signage may be displayed up to 9 weeks prior to the election.
•Locations: Several locations throughout Porirua City have been pre-approved for election sign display. The sites
have been chosen with a view to:
Assist candidates achieve a high level of exposure.
Not cause damage to underground utility services i.e., electrical and telephone wires and gas, water,
stormwater, and sewerage pipelines.
Minimise damage to grass and road reserve areas.
Prevent hazards for road and pedestrian traffic.
Allow multiple candidate sign display.
Not adversely affect the good appearance of the city.
Porirua City Council, Greater Wellington Regional Council and Pairiua Maori wards, election candidate
signs may only be displayed in the ward in which they are standing.
•Signs cannot be placed or displayed:
Within 50 metres of any road intersection.
On any State Highway (without consent from NZTA).
In such a manner that they:

- Obstruct vision or distract road traffic.
- Endanger or obstruct pedestrian traffic.
In static positions on any vehicle, trailer or stand on any road, roadside or other public place.
On any city park or reserve.
Council officers will remove and impound non-complying signs with fee payable for its return per sign.
The Electoral Act 2001 requires ALL electioneering signs to be removed from public display prior to
12:00 midnight on the day immediately preceding Election Day.
•Signs must meet a minimum standard
Be of a safe, robust and wind-resistant design.
Be of a professional standard in appearance and construction.
Be single faced i.e., one display face only. "V" and other multi-faced signs are prohibited.
Not exceed 1.8 metres in height above ground level.
Not exceed 3 square metres in total face surface area (approximately 1700 mm x 1700 mm).
Signs on public sites must be free-standing.
Your sign must not:
Contain any offensive words, pictures or material.
Be constructed of or contain any reflective material.
Appear similar to traffic signs in design, shape or colour.
Have any moving parts.
Have means of self-illumination i.e., they have internal or external lighting.
Have more than one sign in the same location.
Not use metal waratahs
Have a depth no more than 400mm below ground.

Thank you for booking your candidate video session. Here is some information to assist on the day:
Please note there has been a change of venue for Friday 15 August. Videos will now be filmed at the Council
Administration Building, 16 Cobham Court. You will shortly receive an updated invitation for this change.
Please arrive ten minutes before your scheduled time and wait in reception. One of the team will come and greet
you.
Please arrive “camera ready”. Please do not wear any campaigning attire for your video, i.e. no costumes, hats,
caps, t-shirts, rosettes, or any commercial advertising for other businesses or organisations (this is as the videos
will be a council resource, and we want to keep things fair).
You’ll sit in front of a plain backdrop, with one of our team will be seated across from you, interview style.
You can either answer the questions looking at them, or look straight into the camera, it is up to you.
The questions wil be on an A4 card for you. They will not be asked verbally unless required.
You have 90 seconds to answer all four questions:
o Tell us about yourself (name/where you’re standing)
o What are your top priorities for Council/governing Porirua in the next three years?
o Why do you think you're right for the role?
o Why are you Porirua Proud?
We’ll time you answering the questions, and you’ll have the full 20 minutes to get a take you are happy with, and
that is under 90 seconds long. Once you have a take you are happy with, all other takes will be deleted.
Please note: We’re not proceeding with filming candidates saying the passage of text for social media. We’re just
filming your 90 second candidate videos.
Once all candidates who want to be filmed, have been filmed, the videos will have graphics and subtitles applied and

Draft Council Induction Programme
An important part of taking up your role if you are successfully elected is the Council Induction programme.
Attached is a DRAFT programme to assist you in booking time of mahi or avoiding booking any holidays immediately
post-election!
We encourage newly elected members to attend as many sessions as possible, to ensure you have a good grounding
in your roles.
Please note, this calendar is DRAFT and may be subject to change.
How results will be communicated
Progress Results
We expect to receive progress results on Saturday 11 October (Election Day) at approximately 3 pm.
Progress results include all ordinary votes up to Thursday 9 October. They do not include: any votes cast on Friday
10 October or Saturday 11 October, or any special votes.
We stress that there are likely to be some change between progress, preliminary, and final results.
On election day, once we receive progress results, all candidates, successful or otherwise, will be cal ed by a member
of Council’s Executive Leadership Team.
They will attempt to call you twice only. Following these phone calls, I wil email the progress results to all candidates.
If your phone number changes between now and election day, please let me know.
We ask that you wait 15 minutes after this phone call to post on social media, so that all candidates can be contacted.
Results will then be posted to our website and communicated to the media.
Preliminary Results
Preliminary results are expected late Sunday. Preliminary results include all ordinary votes, but do not include any
special votes.

as successful on the preliminary results, or vice versa.
Final Results
Final results are expected on Thursday 16 October. These include all ordinary and special votes.
