Thank you for your email of 23 September 2025 via the FYI website to the Minister of Education, 
Hon Erica Stanford, which was transferred to the Ministry of Education (the Ministry) on  
29 September 2025, requesting the following information:   
As you are no doubt aware, land negotiations for a high school in North-West Auckland 
(known as Kumeu College) have been ongoing for some time.  
I understand two parcels of land are required, and the first has yet to be secured, despite 
the passage of over two years since the Ministry commenced negotiations (per previous 
OIA response).  
With this in mind, could you please provide all correspondence with Ministry officials around 
the use of the Public Works Act for this site. 
Your request has been considered under the Official Information Act 1982 (the Act).  
We have identified two Information Updates relating to the Kumeū secondary school site in scope 
of your request, which I am releasing in part as Appendix A, with some information withheld under 
the following sections of the Act: 
•  9(2)(a), to protect the privacy of natural persons 
•  9(2)(j), to enable the Ministry to carry on, without prejudice or disadvantage, negotiations 
(including commercial and industrial negotiations). 
As required under section 9(1) of the Act, I have considered the public interest in releasing the 
information withheld. I do not consider that the public interest considerations favouring the release 
of this information are sufficient to outweigh the need to withhold it at this time.
