Thank you for your email of 15 September 2025 via the FYI website to the Ministry of Education
(the Ministry) requesting the following information:
We note with interest the Ministry's plan to retrofit schools to created walled classrooms.
This presents an opportunity to slow the spread of airborne illnesses. Are there concurrent
written plans to provide adequate ventilation and air purification in order to meet
international standards for indoor air quality, and if so, can you provide them?
Your request has been considered under the Official Information Act 1982 (the Act).
In response to your request, the Ministry has established guidance - Designing Quality Learning
Spaces (DQLS) which provides the requirements for the main internal environmental quality
factors; acoustics, lighting and visual comfort and indoor air quality and thermal comfort.
The DQLS standards set clear expectations for ventilation and indoor air quality in refurbished or
retrofitted school buildings. These standards are grounded in industry best practice and current
research (including international benchmarks) to ensure healthy learning environments.
