Dear Tom
Official Information Act request: List of briefings received
Thank you for your Official Information Act 1982 (the Act) request, received on 12 September
2025. You requested:
“Grateful if I could receive a list of all briefings that Rt Hon Christopher Luxon has
received in his capacity as NSI Minister and as PM.
To save you some time hopefully, please remove out of scope any briefings that he has
received from the Policy Advisory Group in DPMC.”
The Department of the Prime Minister and Cabinet (DPMC) has recently started publishing
the titles of briefings submitted to the Prime Minister and Minister for National Security and
Intelligence portfolios on the DPMC website.
The published lists include the date, title and portfolio (Prime Minister or Minister for National
Security and Intelligence). Links to the relevant releases of titles on the DPMC website are
given below:
May and June 2025 briefing titles: www.dpmc.govt.nz/publications/proactive-release-titles-
advice-prime-minister-and-minister-national-security-and-intelligence-may-and-june-2025. July 2025 briefing titles: www.dpmc.govt.nz/publications/proactive-release-titles-advice-
prime-minister-and-minister-national-security-and-intelligence-july-2025. August 2025 briefing titles: www.dpmc.govt.nz/publications/proactive-release-titles-advice-
prime-minister-and-minister-national-security-and-intelligence-august-2025. At the time these briefing titles were published, some briefing titles were withheld. These
have been reassessed and two withheld titles from June and August 2025 can now be
released:
• Briefing to the Prime Minister dated 17 June 2025 “
Terrorist Designation: Renewal of
The Base as a terrorist entity”.
• Briefing to the Minister for National Security and Intelligence dated 19 August 2025
“
Classified briefing: Responding to malicious PRC cyber activity targeting global
telecommunications infrastructure”.
For earlier briefing titles, these are set out in the responses to Written Parliamentary
Questions (WPQs) starting from when the Prime Minister was issued his Ministerial Warrant
in November 2023.
Members of the Opposition regularly ask for lists of briefing titles that the Prime Minister and
Minister for National Security and Intelligence has received and these WPQ responses can
be found on the Parliament website at:
Written Questions - New Zealand Parliament
You can search by keyword
“titles” and multiple portfolios
“Prime Minister and National
Security and Intelligence” using the filtering system on the left side of the page as set out
below:
Accordingly, your request for copies of briefing titles is refused under section 18(d) of the Act,
on the basis that the information is already publicly available.
You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
Yours sincerely
Cameron Burrows
Chief of Staff
