Official Information Act request: appointments and tribunal Memberships
Thank you for your email of 9 September 2025 to the Ministry of Justice (the Ministry),
requesting information relating to appointments and tribunal memberships, under the Of icial
Information Act 1982 (the Act). Specifically, you asked:
I have noted that several positions have been expired and in a carry-over situation for
quite some time. In particular, Virginia Shaw, Louise Moor, and Bridget Anne Dingle
from the Immigration and Protection Tribunal had their terms expire in November
2024. Additionally, there are two members from the Real Estate Agents Authority and
three members from the New Zealand Lawyers and Conveyancers Disciplinary
Tribunal in the similar situation.
Could you please advise on the current status of the recruitment process to replace
these members? Have nominations been called for yet?
Additionally, could you please explain the term of appointment for Community
Magistrates? I’ve noticed that some are appointed through to 2047, while others have
much shorter terms. What determines the length of a Community Magistrate’s
appointment?
For clarity, we have listed your questions and numbered them, with the Ministry’s responses
provided under each question.
1. Could you please advise on the current status of the recruitment process to replace
Virginia Shaw, Louise Moor, and Bridget Anne Dingle as members of Immigration and
Protection Tribunal? Have nominations been called for yet?
Ms Shaw has now retired from the Immigration and Protection Tribunal (the Tribunal) and
the review of the other two members is currently under consideration by the Associate
Minister of Justice, who has delegated authority for appointments to the Tribunal.
2. Could you please advise on the current status of the recruitment process to replace two
members of the Real Estate Agents Authority? Have nominations been called for yet?
A review of several members of the Real Estate Agents Authority is currently under
consideration. Nominations for these positions were sought from members of the coalition
caucuses.
3. Could you please advise on the current status of the recruitment process to three
members of the New Zealand Lawyers and Conveyancers Disciplinary Tribunal? Have
nominations been called for yet?
Several member positions on the New Zealand Lawyers and Conveyancers Disciplinary
Tribunal have now expired. Action on these positions has been deferred pending completion
of the review of the Chairperson and Deputy Chairperson appointments. The review of the
member positions wil commence shortly.
4. Please explain the term of appointment for Community Magistrates.
Community Magistrates hold appointment until they reach the age of 70 years.
