Dear Ms Wong, 
 
I refer to your request(s) under the Official Information Act 1982 (the Act) received on 9 September 
2025 requesting the following information from the Ministry of Business, Innovation and 
Employment (Ministry): 
 
“I am looking for an Immigration NZ risk assessments, separately and specifically for visitors 
from the below countries/ regions: 
 
- PRC 
- Hong Kong SAR 
- Macau SAR 
- Taiwan 
- BN(O) 
 
The reports should be on allowing the above visitors to use the eGate at the airport, that was 
conducted recently. I would like a full copy of each of the above reports for the separate 
territories.” 
 
Our Response 
 
Please see Appendix one which contains the risk assessments for Hong Kong SAR and Taiwan. While 
there is no specific risk assessment for Macau SAR, In Appendix one, there is information on Macau 
SAR. 
 
Please note that some information has been withheld under the fol owing sections of the Act: 
 
•  6(c) as making this information available would be likely to prejudice the maintenance of the 
law, including the prevention, investigation, and detection of offences, and the right to a fair 
trial. 
 
•  9(2)(a) to protect the privacy of natural persons. 
 
We do not consider that the withholding of this information is outweighed by public interest 
considerations in making the information available. 
 
We are refusing your request under section 18(e) of the Act for the Risk Assessments for PRC and 
BN(O) as the documents al eged to contain the information requested do not exist or, despite 
reasonable efforts to locate them, cannot be found.
