Tēnā koe Mayor Brown,
I am writing to you on behalf of our Northland Councils, in Northland Inc’s capacity as the Economic Development
Agency for the region.
In Northland, we have held initial discussions to date around the opportunity of locating a Waste to Energy (WtE)
plant in our region and we also had the recent discussion with yourself and staff at your offices. The Northland
Mayoral Forum (consisting of Whangarei District Council, Far North District Council, Northland Regional Council
and the Kaipara District Council) supports this investigation and scoping work.
Despite years of recycling, New Zealand continues to fall behind other western countries by continually diverting
our rubbish to landfil instead of looking at other complementary options. A WtE plant has the potential to improve
this for our country. For this opportunity to succeed and benefit Northland economically, it wil be important to gain
access to Auckland’s waste product. This wil also provide significant benefit to Auckland and its communities.
A WtE plant would also contribute to the economic outlook for our region by providing jobs for Northlanders,
potentially providing power to communities and would contribute to our economy. It would also solve a regional
problem on what to do with both Northland and Auckland waste beyond the landfil option.
There are many considerations that need to be investigated around the location of a WtE plant, such as access
to power, water, rail network, securing waste product, environmental impact and environment regulations and
approvals; and of course, the wishes of all the community to name a few. However, the Forum believes that
Northland has the ability to facilitate and provide for a WtE plant, recognising that any application would have to
travel through a formal RMA process.
We understand that this letter is only a first step, however, we would appreciate Auckland Council looking at this
opportunity in more depth and investigate the possibility of providing its waste to Northland to take advantage of
this opportunity.
We are happy to liaise with your staff on this opportunity for more in-depth discussions particularly around the
volumes of waste that may be available and timing of current contract relationships.
