Information relating to Workforce Modelling 
Thank you for your 04 September 2025 request under the Official Information Act 1982 (OIA), for:  
 
1.  Background documents and analysis that informed the workforce 
numbers referenced in Governor Adrian Orr’s email to the Executive 
Leadership Team on 5 February 2025 (specifically, the figures of 742, 640 
and approximately 585 staff).  
2.  Any internal modelling, calculations, spreadsheets, or scenario analysis 
produced between 1 January and 10 February 2025 that relate to 
projected staffing levels under the draft 2025–2030 Five-Year Funding 
Agreement. 
3.  Internal communications (including emails and briefing notes) between 
members of the Executive Leadership Team, Finance & Commercial 
Operations, and People & Culture teams that discuss or refer to 
projected headcount or workforce reductions in the period 1 January to 
10 February 2025. 
 
We are writing to you to inform you that we need to extend the timeframe to respond to this 
request for 40 working days under section 15A(1)(b) of the OIA. The extension is required as the 
consultations that are necessary to make a decision on your request are such that a proper 
response cannot reasonably be made within the original time limit. We hope to provide you with a 
response as soon as possible, and no later than 28 November 2025.  
We encourage you to raise any concerns you have about this response with the Reserve Bank of 
New Zealand – Te Pūtea Matua directly. Alternatively, you have the right to seek an investigation 
and review of this response from the Office of the Ombudsman. Further information about how to
