Response to your request for official information
Thank you for your request under the Official Information Act 1982 (the Act) to the Ministry of
Health – Manatū Hauora (the Ministry) on 3 September 2025 for:
“This is a request for information on all medicines imported into New Zealand by the
Crown, in such a manner as to qualify for exemption under Section 32(A) of the Medicines
Act 1981.
Please provide for each year since 2020 until now:-
i) the name of the medicine
i ) import date, specifying each date if there were multiple importations in a year
(i i) some form of descriptor that most accurately and appropriately describes the quantity
of each import.”
The Ministry has not located importation records, but we can respond on exemptions given
under section 32A of the Medicines Act 1981.
In September 2021 the Director-General of Health approved the importation of 775,000 doses
of Pfizer’s COVID-19 Comirnaty vaccine under section 32A of the Medicines Act 1981.
The Director-General approved the importation of the AstraZeneca COVID-19 vaccine under
section 32A of the Act on two occasions; November 2021 for 100,000 doses and March 2022
for 20,000 doses.
Please note that the Ministry queried a transfer of your request under section 14 of the Act with
the New Zealand Customs Service. They advised they cannot determine if they hold any
relevant information without further details such as important entry data associated with client
codes and tariff items. This includes a list of entities that fall under the definition of the “Crown.”
For example, the Ministry or other agencies may be classed as a crown entity in this instance.
If you wish to make a separate request to the New Zealand Customs Service, they can be
contacted at the following address:
[email address].
If you wish to discuss any aspect of your request with us, including this decision, please feel
free to contact the OIA Services Team on:
[email address].
Under section 28(3) of the Act, you have the right to ask the Ombudsman to review any
decisions made under this request. The Ombudsman may be contacted by email at:
[email address] or by calling 0800 802 602.
Please note that this response, with your personal details removed, may be published on the
Ministry website at:
