Re: Official Information Act request for quality assurance reports on the NZC refresh I refer to your email to the Education Review Office (ERO) dated 31 August 2025 requesting the
following information under the Official Information Act 1982:
I request all reports and appendices provided to the Ministry of Education as part of the
independent quality assurance of the rewrite of the New Zealand Curriculum English and
Mathematics learning areas, and reports or commentary on Te Mataiaho or the science of
learning.
As part of the refresh of the New Zealand Curriculum, ERO coordinated an independent assessment of
the new English and Mathematics and Statistics learning area, and the science of learning. This
involved 17 reports across five cycles of review.
Throughout this process, ERO provided summaries to the Minister of Education which described our
process, experts that were engaged, the products being reviewed, and other updates on its
development. On considering the public interest in this work programme, ERO made the decision to
proactively release these briefings on our website which can be viewed through the below link.

In terms of the 17 documents in scope of this request, we have reconsidered them for release in light
of this request, and we are continuing to withhold them in full under sections:
- 9(2)(ba)(i) of the OIA, to protect feedback provided to us under an obligation of confidence,
and where releasing that feedback may limit what is provided in future; and
- 9(2)(g)(i) of the OIA, to protect free and frank discussions between agencies, which are
necessary for this work to occur.
We have also considered the public interest in the release of this information and are confident that
the material already released provides a level of accountability for the drafting process, without
inhibiting the future sharing of information between agencies.
