Thank you for your email of 13 October 2025 in response to OIA-19459. I have addressed the areas 
you have raised below. 
 
Royal Assent 
While royal assent and the date of assent are distinct elements of the legislative process, the presence 
of the date of assent on legislation indicates that royal assent has been granted. Therefore, it serves 
as evidence of assent. 
 
Infringement notices 
In our response to OIA-19459, we outlined the legal framework that provides NZ Transport Agency 
Waka Kotahi (NZTA) the authority to issue infringement notices. As previously noted, NZ Police is 
classified as enforcement officers in the Land Transport Act 1998 (LTA). NZ Police operates under 
additional legislation that governs their authority, roles and responsibilities. If you have questions 
about NZ Police enforcement or responsibilities, I recommend contacting them directly. 
 
Owner vs. registered person 
Regarding the interpretation of “owner”, the LTA does not include interpretations of beneficiaries and 
settlers. The Ministry of Justice is responsible for administering the Trusts Act 2019 and may be able 
to assist you with related questions. 
 
Insurance claims 
I am unable to comment on other individuals’ insurance claims however, if you have concerns about 
an insurance claim, please provide us with more details about the claim so we can investigate further.
