Official information request for information on rail max reuse option for the Cook 
Strait Ferry Replacement Programme 
I refer to your official information request dated 4 September 2025 under the Official 
Information Act 1982.  
You have requested “the following information relating to the "rail max reuse" option chosen 
for the Cook Strait Ferry Replacement Programme, with particular focus on Wellington 
infrastructure: 
•  Item 1 Any diagrams, design drawings, or engineering schematics that show how the 
"rail max reuse" option will be implemented at Wellington, including the proposed new 
linkspan, wharf extension, and integration with existing yards and terminal areas. 
•  Item 2 Any descriptions, presentations, or planning documents that outline how 
existing Wellington facilities will be reused or modified under the rail-max reuse 
approach. 
•  Item 3 Briefing notes, reports, or summaries provided to Ministers or senior officials 
since 1 January 2024 that specifically discuss Wellington infrastructure works under the 
rail max reuse option.” 
We are declining your request for Items 1 and 2 under section 9(2)(j) of the OIA so that we 
can carry on, without prejudice or disadvantage, our commercial negotiations.  
We are also declining your request for information in Item 3 under section 18(d) of the OIA 
as this information has been released by The Treasury. This information can be accessed
