How does Wednesday morning next week work for everyone?  Thinking we go up early between 8.00- 8.30 as we will 
need a Massey farm manager for part of the site visit.  My approach is to go in from Bledisloe Park to the farm and

look up the future walkway, and then drive up to Atawhai and walk over the new track area from Springdale Grove.

2. Council is currently in a reserve classiĮcaƟon process  DeclaraƟon and classiĮcaƟon of reserves within
Palmerston North | Palmerston North City Council (pncc.govt.nz)  On checking it appears an error has been

made and Massey owned land at 91 Atawhai Road (Lot 11 DP 1880) in the reserve classiĮcaƟon process.
While I don’t believe we can legally clarify another parƟes land anyway, and we can correct it when
reporƟng, it may be useful to have Massey University make a submission to the reserve classiĮcaƟon
to 
process noƟng the error.  That would help provide a formal record in the classiĮcaƟon process that’s
transparent to the community in the submissions.
While its clear in past documentaƟon that Massey always intended to retain ownership or access rights across the 
narrow walkway strip(which council supported) s7(2)(f)(i) Maintain Effective Conduct

Hi all 
I have been working with Massey on land they own at 91 Atawhai Road.  We have spoken with you about this piece 
of land a few different times over the years. Massey is looking to subdivide the top terrace of Massey land behind 91 
Atawhai Road to enable its future disposal as the land is no longer required for University purposes as I understand 
it.   
There are a couple of issues we are keen to discuss with you before we proceed.  91 Atawhai is zoned recreation 
LGOIMA 
which seems an anomaly as its in private ownership. I think this is historical and Massey had not picked up this 
zoning issue in the past.  They are keen to uplift the zoning and replace it with residential zoning. Discussions were 
also had with Mike D a few years back on PNCC interest in rezoning the top terrace to residential.  Massey are keen 
to understand where your current thinking and timing is on the potential to rezone the top terrace.

Aaron – to access the lot requires an easement over a strip of land that Council owns (its part of the walkway). The 
land is zoned recreation, but has no reserves act status/classification that we can see from our property 
searches.   Keen to discuss that aspect with you as well.

Massey University is interested in subdividing some land they own on Atawhai Road.  As the first stage of the work I 
am keen to meet with you to discuss the proposal. From first glance this site has some complexities – there is a 
playground nearby (need to check what access is provided for) and local tracks (which appear to cross over some 
Massey owned land from what I can see via aerials) so thought it would be good to have an early discussion on the 
way forward.  It would also be useful to understand what plans (if any) Council has for the playground and future

rezoning of this land.

Massey staff and students who regularly use the walkway, so she will focus initially on updating them through the 
usual internal channels that Massey is embarking on this proposal with PNCC. She would like to align these comms 
with when the report becomes public on the PNCC website, which at this stage we are assuming will sometime in 
the week of 28 July. So it would be great if you can confirm the exact date for me. 
s7(2)(a) Privac  would also like to make contact with PNCC Comms closer to the consultation period, so that Massey can align 
with the information you will be providing to the public at that time. I believe from our earlier discussion that you 
had thought the 4-week consultation would take place August/September – do you have any firmer dates in mind

We are of the view that, should the track within Bledisloe deteriorate to the point of being unserviceable, 
this could provide a basis to seek additional budget to support its relocation. 
Given that Massey has yet to confirm its intentions for the site, we respectfully request a degree of  1/10/25
flexibility in how this is approached. We are not in a position to commit to a fixed timeframe; however, we 
are committed to engaging proactively with Massey and/or the developer to ensure the project progresses 
in a timely manner that aligns with the needs of all stakeholders. 
We are also mindful that circumstances may evolve – for example, if the land were to be land banked or

retained in a partially rural state for a period – and would not want to constrain future decisions by setting 
premature parameters. We hope this provides clarity around our position and the rationale for 

maintaining a flexible approach at this stage.

We do understand the challenges in having multiple authors so can appreciate your mahi in pulling all of this

Re your question re time limits, Massey does understand that funding needs to be secured before the track can be 
relocated, and do not want to constrain the Council to a specific date however it would be useful to acknowledge 
that the track relocation would be actioned within a reasonable time frame – given the funding processes and 
commitments under the LTCP what would Council consider to be a realistic timeframe to complete the relocation?

I have spoken with other colleagues, sorry that the terminology re subdivision was excluded I have had a 
few authors in the report.  
We have made changes to only include the terminology re using the word subdivide.  
  
Officers are comfortable with what is included, that it has been noted in the context of the report that the 
easement will be dissolved once the new track is constructed.  
What we want to clarify is that we will not be constrained by time limits?  
I will also separate into three easements so the easement along 91 Atawhai road is separate to the section 
to be dissolved.

I do have some concerns over aspects of the report, particularly the references to Massey selling or developing the 
- released 
land. Massey wished to subdivide the land so that it is no longer landlocked. and that is what this report should 
focus on. Massey has no intention of developing the land at all, and is yet to commit to selling the land once it is 
subdivided. I am also concerned that the report isn’t consistently clear throughout that the easement over the 
existing walkway will be uplifted once the new track through the gully to the east is constructed (as s7(2)(a) Privacy had also 
indicated in her email last Thursday). 
  
Can we please discuss these issues as a matter of urgency? I am available Tuesday morning (and s7(2)(a) Privacy or 
another WSP team member can also hopefully join us).
