Thank you for your email of 26 August 2025 to the Ministry of Business, Innovation and Employment
(MBIE) requesting, under the Official Information Act 1982 (the Act), the following information:
Dear Ministry of Business, Innovation & Employment,
Your website has documents about policy decisions relating to gene technology regulation, but I cannot
see any documentation relating to the Gene Technology Bill. Is this on your website?
If not, I would like to request under the Official Information Act any advice provided to the Minister of
Science, Innovation and Technology about the Gene Technology Bill following Cabinet decisions on 12
August 2024. This includes any papers that were taken to Cabinet relating to the Gene Technology Bill.
Thank you for your response to our rescoping letter dated 4 September 2025, in which you clarified your
request for the following information:
I am particularly interested in any material taken to Cabinet following the decisions on 12 August 2024.
For example, did Cabinet change any of these decisions? Did Cabinet authorise the introduction of the
Gene Technology Bill?
In response, one document was taken to Cabinet following the decisions made on 12 August 2024. Please
find attached the document relevant to your request.
Please note some information has been withheld under the following sections of the Act:
• 9(2)(f)(iv), to maintain the constitutional conventions for the time being which protect the
confidentiality of advice tendered by Ministers of the Crown and officials.
I do not consider that the withholding of this information is outweighed by public interest considerations
in making the information available.
If you wish to discuss any aspect of your request or this response, or if you require any further assistance,
please contact
