Dear Sarah,
Your Official Information Act 1982 request (reference OIA289)
Thank you for your email of 20 August 2025, requesting the following under the Official
Information Act 1982 (the Act):
I request all communication between any members of the Royal Commission of
Inquiry - COVID Phase 2 and yourself and/or members of your office. This includes ,
but is not limited to, any emails, briefings, text of phone calls, text messages (on any
platform) or any other information.
On 10 September 2025, you rescoped the request to:
Many thanks for the opportunity to refine my request. I would like all communication
between the RCOI (commissioners and staff) and the Minister + her office from the
beginning of Phase 2 relating specifically to all interviews sought from former
ministers and public officials.
Response to your request
There are ten documents within the scope of your request. A list of these documents can be
found appended below at
Table one. I am releasing two documents in full and partially
releasing five documents, with some information withheld under section 9(2)(a) of the Act, to
protect the privacy of natural persons, and as out of scope of your request.
Documents four and five record telephone conversations with the Chair of the Royal
Commission, summarised as follows:
5 August 2025, 6pm – The Chair and I discussed the risks outlined in the latest quarterly
report. I asked the Chair whether the Commission would have adequate time to prepare for
the second round of public hearings, if the five former Ministers agreed to participate, noting
they were due to start on 20 August, and there had been no agreement to date. The Chair
confirmed they would have adequate time to prepare.
11 August 2025, 5.45pm – The Chair advised me that the former Ministers had declined the
invitation of the Royal Commission to attend the public hearing. The Chair advised the
second round of hearings would be cancelled and the Commission would be publicly
releasing a procedural minute to this effect.

As is required by section 9(1) of the Act, considerations have been made as to whether the
grounds for withholding information from the documents provided with this response are
outweighed by other considerations which would render it desirable, in the public interest, to
make that information available. In this instance, it is not considered to be the case.
