Official Information Act request: Correspondence between Rt Hon Christopher Luxon 
and RCOI COVID Phase 2 
 
Thank you for your Official Information Act 1982 (the Act) request, received on 20 August 
2025. You requested: 
 
“[…] all communication between any members of the Royal Commission of Inquiry - 
COVID Phase 2 and yourself and/or members of your office. This includes, but is not 
limited to, any emails, briefings, text of phone calls, text messages (on any platform) or 
any other information.” 
 
The Royal Commission of Inquiry (COVID-19 Lessons) Amendment Order (No 2) 2024 came 
into force on 26 September 2024. As set out in section 6A of that Amendment Order,1 the 
members of the inquiry during phase 2 are: 
 
•  Grant Maxwell Il ingworth, KC 
•  Judy Margaret Kavanagh 
•  Anthony Murray Hil . 
 
For the purposes of your request, the timeframe for communications is 26 September 2024 – 
20 August 2025, and we have interpreted “member” as referring to any of these three 
individuals, as wel  as any member of the secretariat for Phase 2 of the Inquiry.  
 
A search of this office’s records has returned no information relevant to your request. As 
such, your request is refused under section 18(e) of the Act as the requested information 
does not exist. 
 
You have the right to ask the Ombudsman to investigate and review my decision under 
section 28(3) of the Act.
