Thank you for your email of 20 August 2025 to Te Kaunihera o Pōneke | Wellington City Council (the 
Council) requesting the following information: 
 
Separate from the other request regarding purchases towards the outer green belt, please list 
purchases made by WCC since 1991 of land intended to remove the land from development, for 
ecological or other reasons, then summarise the overall purchase cost, with and without the value 
of land swaps or donations made to contribute to this objective. 
If a map exists or can be created of these purchases, that would be appreciated. 
Your request has been considered under the Local Government Of icial Information and Meetings Act 
1987 (LGOIMA). 
 
I apologise for the delay in responding.  It has taken us some time to understand the request and to 
look into whether or not land was purchased with the intention to remove the land from development. 
 
I can now confirm that land acquired for the Outer Green Belt has been acquired to protect the range 
of open space values that are important to achieve the idea of a continuous green belt, as first 
proposed by community groups in the 1970s, including ecological, scenic, recreational, historic, 
cultural and, more recently, catchment protection and carbon storage forest. 
 
Regarding non Outer Green Belt land, when the Council acquires such land for public reserve 
purposes, it is to similarly protect and provide the range of ecosystem and community services 
associated with public green space, which are contribute to the health of city environments and quality 
of life for citizens. Council does not acquire public reserve land to prevent development but, rather, to 
enhance the quality of the built environment.
