I refer to your request for official information regarding communications with
providers of Structured Literacy resources, followed by an Ombudsman complaint,
where we have agreed to issue a refined response, and attempted to clarify with you
on 19 December, requesting the following information:
Please release any communications, including letters, meeting notes, emails, texts
between Erica Stanford and any representatives of the following groups from
October 2023 to the current date.

On 20 February, I notified you that I am likely to refuse your request under section
18(f), because the time required to research and collate the information you have
requested is prohibitive.
I note that we have not received a response from you with a refinement of your
request, and I am therefore refusing your request under section 18(f) of the Act,
because the information cannot be made available without substantial collation or
research. As required under section 18A(1) of the act, I do not consider any of the
facilities listed in the act such as fixing a charge, or extending the time limit, would
reduce this burden sufficiently to enable your request to be granted.
