Request made under the Official Information Act 1982
Thank you for your email of 18 August 2025 requesting the following information under the Official
Information Act 1982 (the Act):
I am writing to request a list of al NZTA owned and/or operated safety cameras in New Zealand. If
possible, please include average speed camera sites which are in the testing phase, and any
planned sites. For each camera listed, please state the type of enforcement it is used for, the
model where possible, and the GPS coordinates of the camera and that of the start and end of the
zone they cover, omitting information where it is not available. If this information is already publicly
available, please provide a link to access it. I have found vague information about safety camera
sites on your website but it seems to lack quite a bit of information.
Prior to responding to your request, and to provide context, NZ Transport Agency Waka Kotahi (NZTA)
does not own safety cameras. The cameras are provided by subcontractors who provide safety
camera systems to NZTA.
The types of cameras operated by NZTA include fixed spot speed, average speed (known as point-to-
point (P2P)) and mobile safety cameras.
Information for fixed spot speed and P2P safety cameras is located in the following document and
enclosed:
• Attachment 1 – OIA-19330 Data.
Some locations for P2P cameras are being withheld under section 9(2)(g)(i) of the Act. This section
allows for the effective conduct of public affairs through the free and frank exchange of opinions by or
between or to Ministers of the Crown or members of an organisation or officers and employees of any
department or organisation in the course of their duty. These locations are currently being consulted
on with key stakeholders.
Mobile safety cameras are used to enforce speed limits. These safety cameras can be located
anywhere at any time which means there is no location information and there are no GPS coordinates
for these cameras. I am therefore refusing this part of your request under section 18(e) of the Act as
the information requested does not exist.

As this information is publicly available, I am refusing this part of your request under section 18(d) of
the Act.
With respect to the P2P cameras, the model used is the Redflex Halo camera.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to
