Thank you for your Official Information Act 1982 (OIA) request received by the Ministry for
Regulation (Ministry) via the Red Tape Tipline on 18 August 2025. You requested:
Please supply all official information as fol ows - communications since the
establishment of the ministry about mandatory bicycle helmets, including internal
comms/emails/memos, requests for input from officials and reports provided by
officials on bike helmet regulation and laws.
Response
On 16 May 2025, the Minister’s office requested advice from the Ministry on the potential
risks and benefits of removing the requirement for cyclists to wear helmets.
This work was managed as part of the Ministry’s business-as-usual responsibilities and
was completed by existing staff within the Regulatory Reviews team. The Ministry
undertook desktop analysis which did not involve consultation with other government
agencies or stakeholders, and did not include any public relations activity.
The information you requested is provided in
Appendix A, which includes the Regulatory
Response Issue Paper titled MFR2025-136 RRT Bicycle Helmet Regulations, along with
related correspondence that falls within the scope of your request. Please note that some
information has been withheld under the following sections of the OIA:
• 9(2)(a) - to protect the privacy of natural persons
• 9(2)(g)(i) - to maintain the effective conduct of public affairs through the free and
frank expression of opinions by or between or to Ministers of the Crown or
members of an organisation or officers and employees of any public service agency
or organisation in the course of their duty.

As required by section 9(1) of the OIA, I have considered whether the grounds for
withholding the information requested are outweighed by the public interest. In this
instance, I do not consider that to be the case.
