LOCAL GOVERNMENT OFFICIAL INFORMATION AND MEETINGS ACT 1987: REQUEST FOR INFORMATION
Thank you for your email requesting information under the Local Government Official Information and
Meetings Act 1987 (LGOIMA). A decision has now been made on your request pursuant to section 13 of
the LGOIMA, and to provide most of the information requested.
In your request, you asked for information about CCTV and ANPR cameras, specifically:
1.
A list of all public facing CCTV cameras owned OR operated by the Whakatāne District Council and
any Council Controlled Organisations (CCOs).
There are 80 public facing CCTV cameras in the Whakatāne District monitored by the NZ Police
and an external monitoring company (for the Police).
I have attached a spreadsheet which shows the location of these cameras. They are a mixture of
Vivotek IT9388-HT, SD9384-EHL and Axis P3727-PLE. The ANPR cameras are Axis Q1700-LE. This
range covers the majority of the cameras we operate. We have some older models that we are
phasing out over time.

July 2023, approving the investment in CCTV cameras through external funding.

A list of all cameras used for Automatic Number Plate Recognition (ANPR) within Whakatāne.
We have 13 ANPR cameras which are Axis Q1700-LE. They are monitored by the NZ Police.
We also have two phones with an LPR camera within an app. These phones are used by our
Parking Wardens to manually take photos of licence plates and valve stems for compliance
purposes.

A list of all cameras used for traffic enforcement eg red light, point-to-point and standalone speed
cameras within Whakatāne.
The Whakatāne District Council does not have any red-light cameras, speed cameras or
enforcement cameras, other than the two referred to in answering question 2, for parking
enforcement. All other enforcement cameras in the Whakatāne District are managed and
operated by NZTA.

For each camera identified by requests 1-3, please include in a spreadsheet the GPS location
(preferred if available) or a description of the general location and purpose (nearest intersection
or point of interest). Please also include the brand and type of camera (eg Axis PTZ 360).
The Council does not have GPS coordinates for its cameras. However, the attached spreadsheet
and report indicate the general location of the cameras.
The makes and model of our current cameras are listed in the spreadsheet. We are reluctant to
be more specific about makes and locations for individual sites, as we are concerned for the
security of the network from cyber-attack and people deliberately travelling off road and/or a
different route to avoid cameras. For this reason, we have provided some information and
withhold other specific information that could definitively link a make and model of camera to a
precise location. This is withheld pursuant to section 6(c) of LGOIMA where making the
information available would be likely to prejudice the maintenance of the law, including the
prevention, investigation, and detection of offences.

If possible, could you please indicate in your written response what kinds of traffic enforcement
are currently undertaken using the identified cameras, and whether there are current or future
plans to broaden the kinds of enforcement activities undertaken using said cameras.
The Council does not use cameras for undertaking traffic enforcement, other than for parking
enforcement. A monitoring company monitors and advises the NZ Police of any potential illegal
activities. The Council has no plans to widen the enforcement activities undertaken using these
cameras.
