I refer to your message through FYI.org.nz on 16 August 2025 requesting information 
relating to Joint Witness Statements prepared for our most recent Regional Plan 
Change.  
 
You have asked for the fol owing information:  
 
1.  
The most recent joint witness statements (JWS) involving environmental 
scientists or technical experts that discuss the setting or reviewing of 
freshwater targets, limits, criteria, or thresholds,  
 
2.  
These statements should relate to your most recent regional plan change 
where such matters were addressed. 
 
If no JWS exist, please confirm whether any expert conferencing or similar 
col aborative evidence processes took place, and provide the relevant outputs (e.g., 
conferencing reports, summary statements, or meeting notes). 
 
Several Joint Witness Statements were prepared for the hearings stage of Plan 
Change 7 (PC7) to the Canterbury Land and Water Regional Plan. This was the most 
recent Regional Plan Change to be made ful y operative by Environment Canterbury.  
 
These Joint Witness Statements are al  publicly available on the PC7 page on the 
Environment Canterbury website by navigating through the drop-down menus as 
fol ows: “Previous Stages” heading -> “Hearings” tab -> “Caucusing Documents” tab. 
 
Of the Joint Witness Statements prepared for PC7, the fol owing are most relevant to 
your enquiry: 
 
  Joint Witness Statement – Hydrology 
  Joint Witness Statement – Freshwater Quality/Ecology 
  Joint Witness Statement – Groundwater Science 
 
Other Joint Witness Statements prepared for PC7 are also available in that location, 
along with various Memoranda of Counsel setting the agenda for the expert witness
