Speed hump installation on Hawkins Hill Right of Way starting 10th March 2024.

The purpose of this email is to let you know that Council will be installing 12 speed humps on Hawkins Hill Right of Way
star ng on 10th March 2024 between Ashton Fitche Drive and Southernthread Right of Way. This is the final part of a
programme of works to improve vehicle, pedestrian and cyclist safety along the access road to Brooklyn wind Turbine
and Te Kopahou Reserve.
In addi on to the Wind Turbine, Hawkins Hill Right of Way serves as the only formal legal access to approximately 30
dwellings located in Long Gully in between Brooklyn and Karori. Public vehicle access on Right of Way is restricted to
day me hours only and people can only drive as far as the wind turbine carpark and travel further into Te Kopahou
reserve by foot, bike or horse.
Over the last decade, Council has been engaging with residents who have an easement over the Right of Way regarding
their safety concerns rela ng to the carriage way, culmina ng in the November 2018 City Strategy Commi ee mee ng
where Officers were directed to carry out minor improvement works on Hawkins Hill Right of Way (4.1.2 Minutes of City
Strategy Commi ee - 22 November 2018 (wellington.govt.nz)). Funding was approved in the 2021/2031 Long Term Plan
and in early 2022 the safety improvement project was started with most physical works being completed over a 12-
month period.
As part of the project, visibility has been increased on corners, passing bays constructed, failed sec ons repaved and
warning signage increased, and overall residents and the public have been happy with the work completed to date. The
last stage of the project is to install speed humps and there is a minority of residents living beyond the Wind Turbine
who oppose their installa on, viewing them as an impediment to their legal use of the Right of Way.
Both the Tonkin and Taylor report and a Road Safety Audit carried out by Councils Networks and Transport team, noted
that speed humps were a necessary feature to manage speed on the right of way considering its width and camber. In
addi on, the Right of Way is not part of the legal road corridor and Council cannot post a speed limit on it using the
Traffic Resolu on process under the Land Transport Act 1998. While we have installed Slow Zone Informa on Signs and
30km Advisory Signs, speed humps will contribute towards mee ng Councils health and safety obliga ons as a land
manager and grantor of vehicle access on the Right of Way.
Due to the narrowness of the Right of Way it will have to be closed to install the speed humps. As it is the only legal
access to some residen al proper es using the Right of Way, to minimise disrup on as much as is reasonably
prac cable work will be carried out at night between 10pm and 6am over 5 days star ng on March 10th 2024.
Landowners are being no fied about the upcoming work this week to ensure they have adequate warning of the road
closures with further no fica ons and le er drops being carried out in the run up to work commencing.
