11 speed humps are being installed on the Right of Way between Ashton Fitchett Drive and Southernthread Right of
Way.
The need for the speed humps was first indicated in a report to Council by Tonkin and Taylor in 2018.

At that time the average speeds of vehicles were recorded at 50km/h but it was noted that the geometry of the Right of
Way meant that the safe travelling speed should be 30km/h. As part of the detailed design for the recent safety
improvement work, we had a Road Safety Audit completed which also recommended speed humps as a necessary
traffic calming measure. As the land is not Legal road and no 30km/h speed limit can be posted, there is a greater
necessity for speed humps slow drivers and meet our health and safety obligations as a land manager and grantor of
vehicle access on the Right of Way.
We are in regular communication with all the landowners regarding the road works on the Right of Way and all have
been aware that speed humps were to be installed since the Council City and Strategy Meeting in 2018. Of the 30 the
landowners we regularly communicate with, only 6 have directly expressed issue regarding the speed humps. We have
taken into account their concerns and changed the type of speed bump being used to ensure their entry and exit
profiles are as smooth as possible while still retaining their function as a traffic calming measure.

2) Given the feedback from local residents, was there consideration of not installing speed humps initially to see if

The purpose of this email is to let you know that Council will be installing Slow Zone Information Signs and 30km
Advisory Signs on Hawkins Hill Right of Way in early 2023. This is part of a programme of works to improve pedestrian
and cyclist safety along this key reserve entrance and there is ongoing interest from local residents.
In November 2018, the City Strategy Committee directed Officers to:
Recommission an automated security gate at the Meridian wind turbine car park as a matter of priority, as well
as complete the required consultation and regulatory process to designate a speed limit (30km/h) for Hawkins
Hill Right of Way (4.1.2d Minutes of City Strategy Committee - 22 November 2018 (wellington.govt.nz)

The Right of Way is not part of the legal road corridor, and we cannot post a speed limit on it using the Traffic
Resolution process under the Land Transport Act 1998 through Koata Hātepe. Under the advice of our Networks and
Transport team we will be installing Slow Zone Information Signs and 30km Advisory Signs (attached) which are not
required to go through a regulatory process prior to their installation.
In early 2022, we sought public feedback on introducing 30km speed signs on the Right of Way via the Let’s Talk
website, Facebook and a local letter drop. There was overall support, with a total of 19 submissions (13 in favour and 6
against). Those against were a minority of private landowners who live beyond the wind turbine. The predominant issue
was not the proposed speed but rather the introduction of speed humps which were not part of the consultation. The
speed humps, which are due to be installed in January, are a necessary traffic calming measure to meet our health and
safety obligations and not subject to regulatory approval before installation.
The combination of slow zone information signs, 30km advisory signs and speed humps on the road will contribute
towards a change in driver behaviour and help meet our health and safety obligations as the landowner. They will act to
promote community awareness of the risks they can expect to encounter on the Right of Way and will advise of a safe
speed for vehicles. While there will be no enforceable speed limit on the road, Police have told us that Right of Way
users can be prosecuted for reckless driving if observed driving dangerously or at unsafe speeds by a Police Officer.
With regards to the remaining safety improvements along the Right of Way, the automated security gate was
recommissioned in December 2018, visibility has been increased on corners, passing bays have been constructed, failed
sections repaved and warning signage increased. We will keep Ward Councillors informed of any other issues that affect
their constituents directly.
