Wellington City Council (the Council) requesting the following information:
• Al the documents and information, emails, transcripts, meetings, decisions
and consultations that WCC have regarding turning Hawkins Hill Road,
Brooklyn into a road or not into a public road on its entire length.
o Who was supportive and who wasn't.
• How does one raise the possibility of classifying the road into public use (it is
already publicly used after al , but to determine it so that it is looked after by
the roading contractors and not by the Parks department)?
• Provide any internal Council or communication between 2018-2025 (the
decision to approve the Tonkin & Taylor Report and reinstall the gate at the
Turbine Carpark was made by Council ors at the CSC Meeting 22/11/18).
o Any information supporting or questioning spending the 1.6mil ion on
12 impediments along the road from 2018 - 2025.
o If you need the search narrowed - happy to take from 2021-2025
instead.
Your request has been considered under the Local Government Of icial Information
and Meetings Act 1987 (LGOIMA). As outlined in my letter dated 12 September
2025, the decision timeframe was extended to 26 September to allow for
consultation. Please find below our response to your request.
Turning Hawkins Hil into a Private Road
Please see the Council agenda and meeting minutes of the City Strategy Committee
(CSC) of 22 November 2023, outlining the final recommendations that were carried.

Turning private road to Public:
Under the Local Government Act 1974, Section 349, Councils may declare private
roads or rights of way as public roads, but only if they are properly formed by the
landowners.
For a private road to be transferred to the Council for future maintenance, the private
road must be constructed (upgraded in this case) to comply with all road and
footpath construction requirements as stated in the Council Code of Practice for
Land Development.
These construction requirements are necessary to ensure that the Council does not
take over an asset which wil be a future liability from maintenance and safety
requirements in the asset functions and conditions.
This was tabled at the 22 November 2018 CSC meeting
, see minutes. It was agreed
that the road would remain private.
Tonkin Taylor Report:

The total allocated capital fund of $1,624,000 was spent completing the safety and
pavement minor improvements project which was delivered within this budget. The
project scope included engineering earthworks, pavement repairs and replacement,
fencing, line marking, safety signage and speed calming measures between Ashton
Fitchett Drive and the former Woffingtons’ site.
