I refer to your request under the Local Government Official Information and Meetings Act 1987 (the 
Act) of 9 August 2025 for information about the Council’s Governance Team. In accordance with 
Section 13 of the Act, we advise as follows:  
 
Question 1 
Please  list  all  members,  by  name,  of  the  Waimakariri  District  Council 
Governance team? 
Response 1 
The Council believes there are sufficient reasons not to release the requested 
information under Sections 7 (2)(a) and (f)(i ) of the Act to protect the privacy 
of  natural  persons,  and  to  protect  officers,  employees,  and  persons  from 
improper pressure or harassment.   
 
 
Question 2 
How many members are on the WDC Governance Team? 
Response 2 
The Council consists of the following members: 
•  1 x Governance Manager (Sarah Nichols) 
•  1 x Governance Team Leader (Thea Kunkel) 
•  1 x Governance Advisor (part time) 
•  2 x Governance Support Officers 
 
 
Question 3 
What are their qualifications relating to being on the WDC Governance 
team? 
Response 3 
The  Council’s  Governance  Team  brings  extensive  experience  in  local 
government,  with proven expertise in Council  and  Committee management. 
The team provides high-quality advice on legislative and procedural matters, 
including  agenda  preparation  and  minute-taking  to  all  35  elected  members. 
Members possess a strong working knowledge of the Local Government Act, 
the  Local  Government  Official  Information  and  Meetings  Act,  and  other 
relevant legislation. Known for their professionalism, the team demonstrates a 
high  level  of  diplomacy,  confidentiality,  political  awareness,  and  impartiality, 
supported by excel ent interpersonal skil s.
