Response to your request under the Official Information Act 1982
Thank you for your email of 8 August 2025, to the New Zealand Customs Service (Customs), in
which you requested the following information under the Official Information Act 1982 (the Act):
βI am writing to enquire whether the New Zealand Customs Service holds or can produce
data related to the Incoterms or shipment/payment terms used in New Zealand's international
merchandise trade.
Specifically, I am seeking information on:
The number or proportion of import/export consignments sent under Incoterms such as EXW
(Ex Works), FOB (Free on Board), CIF (Cost, Insurance & Freight), and C&F (Cost & Freight);
Any breakdown of shipments that are freight collect versus freight prepaid.β
Customs contacted you on 20 August to ask you to specify the time period relevant to your request.
Thank you for your response on 20 August 2025, clarifying your request as follows:
βIn response to the time period required, if it is possible to get figures for the most recent 12-
month period available, that would be greatly appreciated.β
On 5 September 2025, you were advised of an extension to the timeframe for response, pursuant to
section 15A(1)(b) of the Act, to enable additional time for the necessary consultations to take place.
I refer you to Table One below which contains the number of import entries for the period 29 August
2024 to 28 August 2025, broken down by incoterm. Incoterms are used to represent the commercial
arrangement between an importer and exporter. While import entries may use a range of incoterms,
export entries only use the Free on Board incoterm. Inward Cargo Reports (ICR) and Cargo Report
Export (CRE) consignments also only use the Free on Board incoterm and are used for the import
and export of low value goods of less than $1,000.00 in and out of New Zealand.
