Thank you for your request of 8 August 2025 to Te Kaunihera o Pōneke | Wel ington City Council (the 
Council) requesting the following information: 
 
“Under the Official Information Act, please provide a list of residential properties considered 
abandoned or unoccupied in Wel ington between 2022–2025. Include address, property type, 
council notes, and zoning classification if available. Please deliver the data in CSV format”. 
 
Your request has been considered under the Local Government Of icial Information and Meetings Act 
1987 (LGOIMA).  
 
The Council does not track abandoned or unoccupied residential properties. There are residential 
properties that are rated as ‘Base VD1’, which means “Vacant/Derelict property without sewerage or 
water connection/s, with stormwater collection and disposal, as wel  as with the connected sludge levy 
in the downtown area”, however we do not track which privately owned properties are vacant. 
Therefore, your request is refused pursuant to section 17(g)(i) of the LGOIMA as the information 
requested is not held by the local authority and the person dealing with the request has no grounds 
for believing that the information is either held by another local authority or a department or Minister of 
the Crown or organisation. 
 
You have the right, by way of complaint under section 28(1) of the LGOIMA, to request an 
investigation and review of the Council’s decision to withhold information by the Ombudsman.
