Official Information Request – COVID-19 Dismissal Mandatory Reports

Thank you for your email dated 7 August 2025 requesting information as follows:
I refer to the information that there were a total of 225 reports to the Teaching Council
subsequent to a dismissal for not complying with the COVID-19 Public Health Response
(Vaccinations) Orders 2021 (From 20220503OIAWilliams.pdf
1. Of these 225 reports, how many investigations were done that outlined the dissatisfaction, or
the disciplinary process, or the faulty aspects of the teacher’s conduct, or of the teacher’s
substandard competence?
2. Would you please share a list of the NZ schools that submitted such reports?
We have considered your request under the Official Information Act 1982 (OIA) and can advise as
fol ows.
Of the 225 mandatory reports subsequent to a dismissal for COVID-19 Public Health Response
(Vaccinations) Orders 2021, zero (0) proceeded to an investigation. As mentioned to you on 12 August
2025, the Council did not view the decision to not be vaccinated as a breach of the Code of
Professional Responsibility and therefore if the Mandatory Report was solely about a teacher’s
dismissal due to the decision not the be vaccinated, no further action was taken.

Your request for the schools that submitted these mandatory reports is declined under section 9(2)(a)
of the OIA where withholding the information is necessary to protect the privacy of individuals. We note
that 225 teachers is a very small percentage of the teaching profession and only a small number of
schools are listed, therefore it is possible that an individual could be identified from the information. Any
matters relating to mandatory reports or complaints are confidential.
You have the right to seek a review of this response by the Office of the Ombudsman. Information on
