Summary of TEP and National Controller Discussions Kamchatka Earthquake and
Tsunami 30 July – 4 August 2025
Overview
The Tsunami Expert Panel (TEP) provides the scientific analysis for tsunami risk to New Zealand
and is hosted by Earth Sciences New Zealand (ESNZ).
This is delivered via two mechanisms:
1982
• Advice provided by ESNZ’s National Geohazard Monitoring Centre (NGMC) direct y to
NEMA’s Monitoring, Alerting and Reporting (MAR) Centre. This includes the forecast

maps and Event Arrival Time information.
• Phone calls between the TEP and the National Controller to discuss the analysis,
forward assessments, and to provide the opportunity to ask questions. This helps
inform NEMA’s decision making.
A total of 10 phone calls were conducted between the TEP and NEMA for this event,
summarised below.
30 July 1335hrs
Information
The EQ is expected to be upgraded from 8.7M to 8.8M. The modelling is indicating a beach and
marine threat for the entire country, including the Chatham Islands. The Chatham Islands is
likely to receive the strongest tsunami waves, getting close to a land threat at 0.8m.
The modelling is not currently showing a land threat, but it remains a possibility. They will stick
with a beach and marine threat assessment for now, noting the next update is likely to include

Still expecting to see beach and marine impacts, including the Chatham Islands, but the
Scientist in Charge overnight will contact me if this looks like it will escalate to a land threat.

The first wave arrivals are expected around midnight, and the DART Buoys will give an early
indication of their arrival from around 9pm. They may indicate an earlier de-escalation for the
West Coast but there is likely to be some beach and marine threat for parts of the country going
well into tomorrow. The picture will become clearer overnight.
30 July 2300hrs
No change to the threat area being all of New Zealand coasts for beach and marine. The models

are looking good with the data matching the models across the Pacific. The current threat
model will now remain in place until midday tomorrow.
It is expected there will be de-escalation from midday through to midnight, zone by zone,
starting on the West Coast. Some areas could remain under threat for as long as two days from
the earthquake occurring.
31 July 0845hrs
No change to the current threat map and it remains valid until midday.
Tsunami gauges around New Zealand are showing tsunami waves, some as high as 30cm,

therefore they could be higher along the coast. The Chatham Islands data is as 50cm and
increasing. Dunedin is also increasing.
Some de-escalation can be expected from midday. Wellington is expected to experience waves

for longer, while Kapiti may de-escalate earlier.
31 July 1150hrs
Continues to be the same level of threat for the whole country. Criteria for de-escalation for the
west coasts of both islands is expected to be met around mid-afternoon.
The Chatham Islands model ing is showing similar arrivals to earlier to arrive overnight.
Expecting to receive reflections off South America, possibly overnight for the East Coast.

The tide gauges for the west coast of the South Island are measuring at just below beach and
marine thresholds.

The west coast of the North Island is trending down. The east coast of both islands is expected
to receive reflections from South America. There will be a lull and it wil pick up again overnight.

All of New Zealand has had its threat de-escalated, except for the Chatham Islands. The largest
wave arrivals on the Chatham Islands have been from the reflected waves off South America.

Beach and marine tsunami conditions were observed on the east coast of the South Island
overnight, with the largest waves heights in Gisborne.
There remains a low level of activity across the east coast, but below the beach and marine
threat threshold.
1 Aug 1250hrs
All of New Zealand has been de-escalated and there is no longer considered to be a beach and
marine threat.
Strong currents are still expected to be observed over the weekend, but the tsunami threat has
passed. The TEP is standing down for the weekend.
4 Aug 1020hrs
Strong currents were observed over the weekend and all activity has now passed. The TEP is
closing the event.

the shore are expected following a magnitude 8.8 earthquake near Kamchatka,
Russia.
Strong currents and surges can injure and drown people. There is a danger to
swimmers, surfers, people fishing, and anyone in or near the water close to the
shore.

People on boats, live-aboards and at marinas should leave their boats/vessels
and move onto shore. Do not return to boats unless instructed by officials.
IF YOU ARE ONSHORE, YOU DO NOT NEED TO EVACUATE. But STAY AWAY
FROM THE WATER, including beaches, shore areas, harbours, marinas, rivers
and estuaries. DO NOT GO SIGHTSEEING.
