Thank you for your email of 29 July 2025 to Te Kaunihera o Pōneke | Wellington City Council (the
Council) requesting the following information:
Could I please have a copy of the “zombie plan” which may also be known as the “apocalypse
plan” or “contingency plan” or any other names that relates to this topic.
If this cannot be released in full, I request a summary of its contents.
Your request has been considered under the Local Government Of icial Information and Meetings Act
1987 (LGOIMA).
About 15 years ago, there wer
e reports that Wellington City Council had a Zombie Action Plan (ZAP),
which supposedly included tips on survival and corpse disposal. In reality, it was a creative way to
raise awareness of Civil Defence Emergency Management (CDEM), a core responsibility of local
government.
As such, the ZAP doesn’t actually exist. So, your request is declined under section 17(e) of the
LGOIMA, as the document alleged to contain the information requested does not exist.
The Wellington Region Emergency Management Of ice (WREMO) has a wide range of resources to
help keep Wel ingtonians safe in the event of an emergency. You can find more information at their

You have the right, by way of complaint under section 28(1) of the LGOIMA, to request an
investigation and review of the Council’s decision to refuse information by the Ombudsman.
